The Indonesian government has integrated three separate licensing systems to accelerate the permit process for foreign workers involved in investment. This initiative aims to provide greater business certainty and reduce processing times to approximately four days.

The licensing process for Foreign Workers (TKA) working in Indonesia
as part of investment activities is now targeted to become significantly
faster. The government is integrating several licensing systems to
ensure business actors receive time certainty when processing TKA
documents.

This policy was marked by the signing of two Joint Decrees (SKB) by
the Minister of Manpower Yassierli, the Minister of Immigration and
Correctional Services Agus Andrianto, and the Minister of Investment and
Downstreaming/Head of BKPM Rosan P. Roeslani on Thursday
(10/09/2026).

Through this policy, the government aims to streamline processes that
were previously scattered across various services. This integration is
expected to make the management of TKA permits easier, faster, and
provide certainty for companies investing in Indonesia.

One of the Joint Decrees regulates the integration of the Online
Single Submission (OSS) owned by the Ministry of Investment and
Downstreaming/BKPM with the Labour Service Information and Application
System (SIAPkerja) of the Ministry of Manpower, as well as the All
Indonesia application of the Ministry of Immigration and Correctional
Services.

The integration covers the ratification of the Foreign Worker
Utilisation Plan (RPTKA). Additionally, applications for Limited Stay
Visas (VITAS), Limited Stay Permits (ITAS), and Permanent Stay Permits
(ITAP) for foreign workers in the context of investment are now included
in the connected system.

Rosan stated that this step is part of the effort to create a more
conducive investment climate. According to him, certainty in the
licensing process is one of the vital factors for companies when
bringing in foreign workers to support their investment activities.

“With this collaboration, it provides significant business certainty.
Because foreign workers can know exactly when they can obtain the
required permits,” Rosan said in an official statement on Thursday
(10/09/2026).

Service speed is also one of the changes being offered. The
government targets the permit issuance process for each service to be
completed within approximately four days.

Furthermore, if the permit is not completed within a five-day limit,
related documents can be issued automatically according to the
established mechanism. This provision is part of the service time
certainty through a Service Level Agreement (SLA).

Rosan believes that the ease of this process can also support the
influx of Foreign Direct Investment (FDI) into Indonesia. This is
because several industrial sectors still require specific expertise from
foreign workers brought in by investing companies.

On the other hand, the government hopes that the presence of foreign
workers will not only meet labour needs in certain sectors. The transfer
of knowledge and transfer of technology to Indonesian human resources is
also expected to be an impact of such investments, while simultaneously
driving the creation of high-quality employment.
",
