        "content": "<p>Foreign wholesalers banned<\/p>\n<p>JAKARTA (JP): The government has prohibited foreign<br>\nwholesalers and distributors from entering the domestic retail<br>\nmarket.<\/p>\n<p>A decree issued by State Minister of Investment Sanyoto<br>\nSastrowardoyo on Wednesday states that the ban came into effect<br>\nApril 30, Antara reported yesterday.<\/p>\n<p>The decree also rules that large foreign distributors can only<br>\noperate in Jakarta and provincial capitals.<\/p>\n<p>If the wholesalers wish to set up operations in other urban<br>\nareas, they must establish partnerships with local small-scale<br>\nentrepreneurs or cooperatives, which must be entitled to at least<br>\n51 percent of the stakes.<\/p>\n<p>In January, the government agreed to terms made by the<br>\nInternational Monetary Fund to dismantle all restrictions on<br>\nforeign wholesale and retail trade in smaller urban areas, in<br>\nexchange for a US$43 billion bailout package.<\/p>\n<p>The new decree states that a wholesaler or distributor can be<br>\nestablished by a foreign citizen or company in partnership with<br>\nan Indonesian citizen or company.<\/p>\n<p>The government also issued a decree yesterday which rules that<br>\nforeign retailers must have at least $100,000 in capital,<br>\nexcluding their property assets.<\/p>\n<p>Retailers are also banned from operating as a wholesaler, the<br>\ndecree says.
