        "content": "<p>Foreign bomb experts may role-play in Bali blast: BIN<\/p>\n<p>Muhammad Nafik, The Jakarta Post, Jakarta<\/p>\n<p>The State Intelligence Agency (BIN) said on Friday it believed<br>\nthat the devastating Bali bombings, which killed nearly 200<br>\npeople, involved highly-skilled foreign experts.<\/p>\n<p>&quot;We are sure that foreign elements along with Indonesian<br>\nexperts or perpetrators were involved,&quot; BIN spokesman Muchyar<br>\nYara told The Jakarta Post.<\/p>\n<p>&quot;As we know Indonesia has no such bomb experts with such<br>\nextraordinary expertise. They are extremely rare here.&quot;<\/p>\n<p>Muchyar said Indonesian experts were generally trained to make<br>\nbombs using one, two or three explosives. He could not identify<br>\nwhere the foreign bomb experts were from.<\/p>\n<p>National Police say the Oct. 12 explosions that ripped through<br>\nthe Sari nightclub on Bali&apos;s Kuta Beach tourist strip were packed<br>\nwith multiple explosives, among them TNT, RDX and HMX. Their<br>\nopinion seems to differ with Australian investigators.<\/p>\n<p>Muchyar said bombs made with multiple explosives were not<br>\nmanufactured by formal entities at home or overseas, saying they<br>\nmust have been made by foreign experts in cooperation with<br>\nIndonesians.<\/p>\n<p>&quot;The bombs must have been assembled in the country. If they<br>\nwere made abroad, it is too risky to bring them here,&quot; he argued.<\/p>\n<p>&quot;Their expertise is far above the average level of that of<br>\nprevious bombers who have attacked many places across the<br>\ncountry.&quot;<\/p>\n<p>His statement was echoed by Australian police who said on<br>\nFriday that expert bombers planned the blasts in Bali to maximize<br>\ncasualties.<\/p>\n<p>&quot;The degree of coordination including the vehicle placement<br>\nreally reflected a high degree of planning and a high degree of<br>\nexpertise,&quot; Graham Ashton, the federal police officer leading<br>\nAustralian detectives investigating the bombings told AP in<br>\nCanberra.<\/p>\n<p>He said Australian investigators believe the blasts were<br>\ncaused by the explosive chlorate and that it was set off by a<br>\n&quot;booster charge&quot; such as TNT.<\/p>\n<p>Analysts here have also said the Bali bombers were highly-<br>\nskilled professionals, who could be Indonesians or foreign<br>\ncitizens.<\/p>\n<p>However, Muchyar would not speculate on whether the three men<br>\nwhose sketches were released by police on Wednesday were merely<br>\nthe perpetrators or the brains behind the Bali blasts.<\/p>\n<p>Political scientist Hermawan Sulistyo, who is assisting the<br>\nNational Police detectives investigating the blasts, said whether<br>\nthe three unidentified suspects were the masterminds or<br>\nperpetrators would remain unclear until they were arrested.<\/p>\n<p>&quot;It&apos;s very hard to speculate if they are bomb experts or not.<br>\nWe don&apos;t know about them yet. We must arrest them first,&quot; he told<br>\nthe Post.<\/p>\n<p>Military observer Hasnan Habib shared Hermawan&apos;s view, saying<br>\nthe arrest of the suspects would help police investigators<br>\nunravel the mystery of the Bali bomb attacks.<\/p>\n<p>He said a very high level of expertise was required to build<br>\nthe bombs that went off in Bali and the bombers likely were<br>\nexperienced.<\/p>\n<p>Hasnan, Hermawan and Muchyar said that dangerous explosives<br>\nsuch as TNT and RDX were imported products banned for public<br>\nsale.<\/p>\n<p>Yet Muchyar said ordinary people could buy these explosives<br>\ndue to a lack of control by relevant authorities.<\/p>\n<p>According to a BIN report revealed recently, the Bali bombs<br>\nwere likely made of &quot;SEMTEX explosives, a combination of RDX and<br>\nPETN materials&quot;.<\/p>\n<p>&quot;These explosives are usually used in limited military<br>\noperations to demolish bridges, buildings or special business<br>\ninterests like open mining,&quot; it said.<\/p>\n<p>The explosions were believed to be controlled by a ADC<br>\ndetonator made in Korea or by a remote control or timer,&quot; the<br>\nreport said.<\/p>\n<p>It said explosives used by the Indonesian Military (TNI), were<br>\nonly available for use by the Army&apos;s combat engineers.<\/p>\n<p>The identification of those who use the explosives in<br>\nindustries such as mining would take longer, it said.<\/p>",
