        "content": "<p>Jakarta \u2013 The Financial Services Authority (OJK), together with the\nIndonesia Stock Exchange (BEI) and the Central Securities Depository\nIndonesia (KSEI), has finalised four agendas for reforming capital\nmarket transparency, which form part of Indonesia\u2019s proposal to global\nindex providers, including MSCI.<\/p>\n<p>The Executive Head of OJK\u2019s Capital Market, Derivatives Finance, and\nCarbon Exchange Supervision, Hasan Fawzi, stated that these four agendas\nare components of the eight action plans for accelerating capital market\nintegrity reforms, which were launched on 1 February 2026.<\/p>\n<p>\u201cThus, the four proposals submitted by Indonesia to the Global Index\nProviders have been completed and finalised in line with the targeted\nschedule,\u201d explained Hasan, as quoted from a press release on Thursday,\n2 April 2026.<\/p>\n<p>\u201cNext, we will continue constructive communication and engagement\nwith the Global Index Providers, as well as gather feedback from\ninvestors,\u201d he added.<\/p>\n<p>The four agendas encompass the provision of data on share ownership\nin listed companies exceeding 1 per cent to the public, the\nimplementation of High Shareholding Concentration (HSC) announcements,\nan enhancement in the granularity of investor classifications to 39\ntypes, and an increase in the minimum free float limit to 15 per cent\nthrough amendments to Exchange Regulation Number I-A.<\/p>\n<p>Additionally, there is strengthened transparency through the\navailability of beneficial ownership data for shareholders holding 10\nper cent or more. Hasan noted that these policies align with practices\nin various global jurisdictions and, in some aspects, are considered\nsuperior, particularly regarding the openness of share ownership data\nabove 1 per cent.<\/p>\n<p>He added that these reforms are expected to encourage healthier\nliquidity and enhance the quality of price discovery in the domestic\nstock market, while maintaining investor confidence.<\/p>\n<p>In terms of implementation, BEI has adjusted Exchange Regulation\nNumber I-A, effective from 31 March 2026. The changes include the\ndefinition of free float shares, an increase in the minimum threshold to\n15 per cent, and more comprehensive provisions regarding share\nclassifications, especially in the initial public offering (IPO)\nprocess.<\/p>\n<p>Acting President Director of BEI, Jeffrey Hendrik, stated that these\npolicies are also part of harmonisation with global exchange practices.\n\u201cWhile maintaining the 5 per cent ownership threshold in line with\nglobal standards, this policy is expected to increase liquidity and the\nattractiveness of investments in Indonesia\u2019s capital market, both for\ndomestic and global investors,\u201d said Jeffrey.<\/p>",
