        "content": "<p>The Indonesian Anti-Corruption Commission (KPK) has scheduled the\nsummoning of Isfan Abidal Aziz (IAA), known as Gus Alex, a former\nspecial staff member to the Minister of Religious Affairs, for the\nfollowing week. Gus Alex has been designated as a suspect in an alleged\ncorruption case involving the management and distribution of hajj quotas\nat the Ministry of Religious Affairs (Kemenag).<\/p>\n<p>This step was taken following the investigators\u2019 detention of the\nprimary suspect in the same case, former Minister of Religious Affairs\nYaqut Cholil Qoumas (YCQ).<\/p>\n<p>Reasons for Non-Detention<\/p>\n<p>KPK Deputy for Enforcement and Execution, Asep Guntur Rahayu,\nprovided clarification regarding why coercive measures have not yet been\ntaken against Gus Alex. According to him, administrative processes and\nformal summoning procedures are underway.<\/p>\n<p>\u201cSo why hasn\u2019t GA been detained today? We have already summoned the\nindividual for next week,\u201d said Asep Guntur at the Red and White\nBuilding of the KPK in South Jakarta, quoted on Friday, 13 March\n2026.<\/p>\n<p>Asep emphasised that the summoning of the suspect is a mandatory\nprocedure before the case is submitted to trial. Nevertheless, the\nanti-corruption agency has not specified the exact date of Gus Alex\u2019s\nappearance before investigators. \u201cSo let\u2019s just wait and see,\ncolleagues,\u201d said Asep.<\/p>\n<p>The Hajj Quota Case<\/p>\n<p>The case originated from alleged irregularities in the distribution\nof an additional hajj quota of 20,000 pilgrims received by Indonesia.\nAccording to regulations, the additional quota should have been\nallocated proportionally. However, in its implementation, the\ndistribution is alleged to have been manipulated into a 50-50 split.\nThis was deemed detrimental to regular hajj pilgrims who had been\nwaiting for dozens of years.<\/p>\n<p>Investigation Development<\/p>\n<p>To date, the KPK has detained Yaqut Cholil Qoumas for an initial\ndetention period of 20 days for investigative purposes. Several\nwitnesses from internal Ministry of Religious Affairs officials to\ntravel service providers have been summoned, including the calling of\nUstaz Khalid Basalamah as a witness some time ago.<\/p>\n<p>The KPK is committed to thoroughly investigating the flow of funds\nand the parties who benefited from the misallocation of this quota. The\nmodus operandi employed by the suspects allegedly allowed newly\nregistered prospective pilgrims to depart directly by paying a certain\nsum of money. The KPK has also revealed the involvement of Maktour owner\nFuad Hasan Masyhur in the case of alleged corruption in the diversion of\nhajj quota, which ensnares the former Minister of Religious Affairs.<\/p>",
