The Special Committee (Pansus) of the Tangerang Selatan City DPRD is incorporating flood management measures into the revision of the Regional Spatial Planning Regulation (RTRW), with a particular focus on the functionality of the water gate at Kali Ciputat. The committee has coordinated with relevant partners to address technical flood control issues and proposes restoring river functions, road networks, and green open spaces, ensuring these become integral parts of the regulation rather than mere recommendations. This initiative follows field inspections revealing disruptions in the Ciputat River flow in areas like Bintaro and potential zoning violations in other sites, aiming to improve urban planning and disaster mitigation in the region.

The Special Committee (Pansus) for the Draft Regional Regulation
(Raperda) on Regional Spatial Planning (RTRW) of the Tangerang Selatan
City DPRD has confirmed that flood management will be included in the
revision of the said regulation. The committee chairman, Ahmad Syawqi,
stated that one of the issues they are highlighting is the function of
the water gate at Kali Ciputat. “So, our goal is to have more serious
flood management. One of them is the function of the water gate in that
area,” said Syawqi when met at the Tangsel DPRD Office, Setu, Tangsel,
on Thursday (7/5/2026). In addition, the pansus has coordinated with
working partners and Commission IV of the DPRD regarding technical flood
management issues, including the function of the water gate. The pansus
also proposes restoring river functions, road networks, and green open
spaces (RTH) in the Tangsel RTRW revision. These proposals will not only
serve as recommendations but will be incorporated into the regulation
itself. “We discussed all of that in the Pansus yesterday. So it’s not
just a proposal, but a policy that we ensure is included in the body of
the regional regulation,” explained Syawqi. “This is also our moment to
improve. That’s why we checked it like that yesterday,” he added.
Previously, the Pansus RTRW of the Tangsel City DPRD found indications
of a disrupted flow in Kali Ciputat in the Bintaro area. This finding
emerged during a field inspection related to spatial planning and flood
control on Tuesday (21/4/2026). From the findings, it was revealed that
the river flow, which should pass through several points, is no longer
visible flowing as it should. “The flow (of the river) should pass
through the area that is now a mall (Bintaro XChange) and cross the
station area, but (now) the flow is not moving,” said Syawqi, quoted
from Tribun Banten.com. Besides that area, the Pansus also inspected the
Serpong Lagoon Housing, which is suspected of having a narrowed river
flow, as well as the Taman Tekno Widya and Tekno X BSD warehouse areas
regarding alleged zoning violations in the RTRW Regional Regulation.
",
