        "content": "<p>Flaw in Police authority<\/p>\n<p>From Forum Keadilan<\/p>\n<p>Since the separation of the National Police (POLRI) from the <br>\nIndonesian National Military (TNI), a popular saying came into <br>\nexistence: &quot;Police officers are in front and the military stands <br>\nbehind them.&quot;<\/p>\n<p>Ideally, when the police cannot handle security problems, then <br>\nthe military should immediately come forward to help. <br>\nUnfortunately, in reality this does not happen. The POLRI seems <br>\nto have too much pride to request the assistance from its &quot;big <br>\nbrother&quot;, especially in regional conflicts. For example, in the <br>\ncase of the most recent edition of the civil war in Poso, Central <br>\nSulawesi, it would not have gotten so uncontrollable in the first <br>\nplace, had POLRI called for assistance from the TNI earlier.<\/p>\n<p>The regional police chief probably thought his men were <br>\nsufficiently capable of taking care of the problem. The governor <br>\nof the region, who should have had an important role in <br>\nsuppressing the unrest, could not do much as regulations do not <br>\nprovide him with the authority to handle security matters. The <br>\nmilitary could only wait for an official request, because it has <br>\nbeen forbidden to get directly involved in security matters. As a <br>\nresult, the central government was late in finding out the actual <br>\nsituation of the intense conflict.<\/p>\n<p>Based on this experience, I suggest that the National Police <br>\nbe placed directly under the Home Affairs Minister, so that the <br>\nregional police chief would be under the control of the governor. <br>\nThis way the person responsible for order and security would be <br>\nthe governor, who would have the authority to ask for assistance <br>\nfrom the military, when the situation gets out of control.<\/p>\n<p>The House of Representatives (DPR) should also give its utmost <br>\nattention to the decentralization of the national police. It is <br>\nhigh time that the regions be given the right to arrange the <br>\nduties and functions of their police.
