Five policemen dismissed dishonorably<\/p>\n
JAKARTA (JP): City Police Chief Maj. Gen. Dibyo Widodo
\nyesterday officially fired five officers for lack of discipline
\nand criminal acts.<\/p>\n
After removing the fired officers's uniform in a special
\nceremony at the City Police headquarters, Dibyo said; \"I fully
\nrealize that this dishonorable dismissal is too harsh to you,
\nyour wife, children and relatives. But only such penalties enable
\nus to create a disciplined and dedicated police force.\"<\/p>\n
The personnel were Chief Sergeant Irianto, 33, from East
\nJakarta police precinct, and four others from the city police
\nheadquarters, including 2nd Sergeant Budi Martono, 27, of the
\ndetachment unit, 2nd Sergeant Sudarmanto, 26, of the personnel
\ndirectorate, 2nd Corporal Maman Hermansyah, 31, of the elite
\nMobile Brigade Unit, and Private Walidi, 34, of the Detachment
\nunit.<\/p>\n
The five policemen were recently judged guilty by the military
\ntribunal, which demanded that they be dismissed from their posts.<\/p>\n
Dibyo, known for his hard discipline attitude, said during
\nthis year alone, his office has recorded a total of 220 crime and
\nother violations committed by its members.<\/p>\n
The crimes and violations included 70 assaults, 69 desertions,
\n59 power abuses and 22 cases of misusing guns, Dibyo said. \"The
\nrecords indicate that discipline among the officers is still
\npoor.\"<\/p>\n
\"All unit heads and chiefs have to pay great attention in
\norder to improve the discipline of their respective personnel,\"
\nhe told the participants of the ceremony.<\/p>\n
\"I really don't want to give the same punishment to any of my
\npersonnel in the future. I order all unit heads and chiefs to
\ntake stiff measures against their personnel, who are found guilty
\nof violating the law,\" Dibyo said.<\/p>\n
A capital city like Jakarta which is home of more than nine
\nmillion people needs a professional, loyal and disciplined police
\nforce, he said.<\/p>\n
The Jakarta Metropolitan Police has at least 15,000 personnel.<\/p>\n
Dibyo acknowledged that police officers' pay is still too low.<\/p>\n
A sergeant, for instance, receives around Rp 200,000 (US$90)
\nin monthly take-home pay.<\/p>\n
Such conditions cause a large number of policemen to resort to
\ncorruption to meet their daily needs.<\/p>\n
The shooting last week of a suspected illicit gambling
\noperator by a lieutenant from East Jakarta police precinct gave a
\nfresh example on how undisciplined low-paid police officers try
\nto earn more money.<\/p>\n
According to preliminary investigation, 2nd Lieutenant Burhan
\nSiburian, 35, of the Public Guidance unit, has admitted to
\nkilling Mangulo Tambunan, 50, in his Ciracas home which was being
\nused as a gambling den.<\/p>\n
According to eyewitnesses, Tambunan was killed after he
\nrefused to give hush money to the lieutenant.<\/p>\n
The gun allegedly used by Siburian to shoot the resident
\nbelonged to his junior, Chief Sergeant Achmad Ngadiono. (bsr)<\/p>",
