Five European Union countries have called for an extraordinary tax on\nenergy companies\u2019 profits, or windfall tax, in response to the rise in\nfuel prices due to the Iran war. This was stated by the finance\nministers of Germany, Italy, Spain, Portugal, and Austria.<\/p>\n
\u201cThat step could help fund aid for consumers facing high energy\nprices and serve as a signal that \u2018we are united and capable of\nacting\u2019,\u201d they said in a letter to the European Commission, quoted from\nReuters on Monday (27\/4\/2026).<\/p>\n
\u201cIt would enable the financing of temporary aid, especially for\nconsumers, and curb rising inflation without adding to the public budget\nburden,\u201d the ministers continued.<\/p>\n
This policy, according to the five ministers, is seen as sending a\nclear message that those profiting from the war\u2019s consequences must do\ntheir part to alleviate the burden on the general public.<\/p>\n
Oil and gas prices have surged since the US-Israel attacks on Iran\nbegan on 28 February, creating a price shock similar to the energy\ncrisis Europe experienced after Russia\u2019s invasion of Ukraine in\n2022\u2014although EU countries now source more energy from renewables.<\/p>\n
In the letter addressed to EU Climate Commissioner Wopke Hoekstra,\nthe ministers pointed to a similar emergency tax in 2022 to address high\nenergy prices.<\/p>\n
\u201cGiven the current market distortions and fiscal constraints, the\nEuropean Commission must promptly develop a similar EU-wide contribution\ninstrument based on a solid legal foundation,\u201d they wrote.<\/p>\n
A European Commission spokesperson confirmed they had received the\nletter and are considering the proposal.<\/p>\n
\u201cIn general, the Commission works closely with member states on\npossible targeted policy measures in response to the current energy\ncrisis facing Europe,\u201d the spokesperson said.<\/p>\n
The letter did not provide details on the proposed windfall tax rate\nor which companies should be subject to it.<\/p>\n
The German Fuels and Energy Association, representing oil refineries\nand petrol stations, said the impression that these companies are\nunfairly profiting is inaccurate and there is no justification for a\nwindfall tax.<\/p>\n
\u201cOur main goal is to maintain the supply of fuels and motor vehicle\nfuels in Germany under increasingly difficult conditions,\u201d the\nassociation stated in an email.<\/p>\n
The bloc\u2019s energy chief said on Tuesday they are considering reviving\n2022 energy crisis measures, including proposals to cap network tariffs\nand electricity taxes.<\/p>\n
The EU introduced a series of emergency policies in 2022 after Russia\ncut gas supplies. These included an EU-wide gas price cap, a tax on\nenergy companies\u2019 windfall profits, and targets to limit gas demand.<\/p>\n
Europe\u2019s heavy reliance on imported fuels makes it vulnerable to the\nimpact of Middle East conflicts on global energy prices. Gas prices in\nEurope have risen more than 70% since the US-Israel war with Iran began\non 28 February.<\/p>\n
