        "content": "<p>Fit and proper?<\/p>\n<p>The government has a new policy obligating all prospective<br>\ndirectors of state enterprises (BUMN) to undergo a fit and proper<br>\ntest.<\/p>\n<p>In addition to having managerial and technical skills, a<br>\nprospective director of a BUMN is expected to possess integrity<br>\nand a clean track record. In the era of reform, all BUMN<br>\ndirectors must be able to conform with the new and prevailing<br>\nconditions, which are different from the previous era. Before,<br>\nmost BUMN came across as the headquarters of kleptomaniacs<br>\nbecause of the mismanagement of the BUMN, and it was believed<br>\nthat most BUMN were full of corruption, collusion and nepotism<br>\n(KKN).<\/p>\n<p>Theoretically, after Indonesia fully enters the reform era,<br>\nthere will be no more KKN. However, nobody is able to guarantee<br>\nthat Indonesia currently is free from KKN. The anti-KKN forces<br>\nwill never be able to totally eradicate such practices -- only<br>\nthe angel of death throwing all corruptors into hell could<br>\nachieve this.<\/p>\n<p>Besides intensifying efforts to eradicate KKN within their<br>\nrespective companies, the boards of directors of BUMN should be<br>\nreceptive to constructive ideas from their managers and staff.<\/p>\n<p>Nobody doubts that existing state enterprises would prefer to<br>\nreject the \"frog-kick\"-style of management, where they have to<br>\nsimultaneously bow down to their superiors while conducting<br>\nhanky-panky among themselves.<\/p>\n<p>The manager and senior staff of a company should be a kind of<br>\nthink tank for their management.
