        "content": "<p>Through Ministerial Regulation on Finance (PMK) No.\u00a034 of 2025 and\nPMK No.\u00a04 of 2025, the government is providing fiscal relief for Hajj\npilgrims in the form of exemptions from import duties and import-related\ntaxes (PDRI) for personal belongings and shipped goods of pilgrims. This\nfiscal relief serves as the government\u2019s appreciation for Indonesian\nHajj pilgrims, both regular and special, who depart under Indonesia\u2019s\nquota and are registered in Siskohat.<\/p>\n<p>Hajj Pilgrims\u2019 Personal Belongings<\/p>\n<p>Based on PMK 34\/2025, regular Hajj pilgrims receive fiscal relief in\nthe form of exemption from import duties on all personal belongings. To\nenhance service comfort, regular Hajj pilgrims may provide information\non their belongings orally upon arrival.<\/p>\n<p>Meanwhile, special Hajj pilgrims are granted exemption from import\nduties for belongings carried with a maximum value of US$2,500 per\nperson. If the value of the belongings exceeds US$2,500, a 10% import\nduty will be levied on the excess, along with import-related taxes\n(PDRI) in the form of VAT as per regulations, and exempted from income\ntax.<\/p>\n<p>\u201cUnderstanding this difference is important so that pilgrims can\nadjust the belongings they bring even before departure,\u201d said Nirwala,\nemphasising that these provisions apply specifically to Hajj\npilgrims.<\/p>\n<p>For Umrah pilgrims, they follow the general provisions for\npassengers\u2019 personal belongings, namely fiscal relief for personal\npassenger items with a value limit of US$500.<\/p>\n<p>He reminded that prohibitions and restrictions still apply to all\nHajj and Umrah pilgrims. Certain items that require special permits,\nhazardous goods, or items in unreasonable quantities are not permitted\nto be brought without meeting the applicable provisions. Therefore,\npilgrims are urged to ensure that the belongings they carry are personal\nitems and not entrusted goods from others.<\/p>\n<p>\u201cWe also remind pilgrims to only bring their own personal belongings\nto facilitate the inspection process upon arrival in the homeland. This\neducation is part of efforts to prevent misuse of facilities by\nirresponsible individuals,\u201d said Nirwala.<\/p>\n<p>Hajj Pilgrims\u2019 Shipped Goods<\/p>\n<p>In addition to personal belongings, fiscal relief is also available\nfor Hajj pilgrims\u2019 shipped goods. Based on PMK No.\u00a04 of 2025, there is\nexemption from import duties and PDRI for Hajj shipped goods with a\nmaximum value of US$1,500 per shipment, and a maximum of two shipments\nin one Hajj season.<\/p>\n<p>This facility can be utilised by meeting the specified requirements,\nincluding notification to the customs office by the postal operator\nusing a consignment note (CN). Additionally, the postal operator for\nHajj pilgrims\u2019 shipped goods must provide proof of cooperation\/contract\nwith agents\/transporters abroad.<\/p>\n<p>The sender must be a Hajj pilgrim, proven by passport number. The CN\nmust be notified at the earliest after the departure date of the first\nbatch and at the latest 30 days after the return of the last batch.\nShipped goods must be packed in packaging with maximum dimensions of\nlength 60 cm, width 60 cm, and height 80 cm; and no more than one\npackage per shipment.<\/p>\n<p>By understanding the various facilities as well as the applicable\nrequirements, pilgrims are expected to utilise this facility\nappropriately to avoid obstacles in the customs service process.<\/p>\n<p>\u201cWe want to ensure that pilgrims can return to the homeland\ncomfortably without obstacles.
