        "content": "<p>Palu (ANTARA) - Secretary of Commission III of the Central Sulawesi\nDPRD, Muhammad Safri, has requested that the central government return a\nportion of the funds from forest area enforcement by the Forest Area\nEnforcement Task Force (Satgas PKH) to the regions to support\nenvironmental recovery. \u201cIn our view, the state also needs to consider\nthe regions, so a portion of the enforcement proceeds should be\nconsidered for the regions,\u201d said Muhammad Safri in Palu on Monday. He\nappreciated the law enforcement efforts by Satgas PKH, which in phase VI\nsuccessfully collected funds worth Rp11.42 trillion and deposited them\ninto the state treasury. However, he continued, this achievement must be\nfollowed by fair distribution policies for the affected regions. He\nassessed that managing the funds as Non-Tax State Revenue (PNBP), as\nregulated in Ministry of Energy and Mineral Resources Decision Number\n391.K\/MB.01\/MEM.B\/2025, has the potential to widen the disparity between\nthe central government and the regions if not accompanied by clear\ndistribution mechanisms. \u201cLaw enforcement should not lose its meaning\nbecause it is not followed by on-the-ground recovery,\u201d he stated. He\nalso reminded that fine policies should not become a veiled\nlegitimisation for environmental violations, as perpetrators are only\nrequired to pay without carrying out real recovery. Serious Attention\nSafri stated that the current environmental conditions in Central\nSulawesi require serious attention, based on the Ministry of Forestry\nDecision Number 406 of 2025, the area of critical land in the province\nreaches 373,443 hectares. \u201cThis large figure should serve as the basis\nfor the government to direct enforcement funds to concrete programmes in\nthe regions, such as forest and land rehabilitation, reforestation, and\nempowerment of communities around forest areas,\u201d said Safri.
