The Indonesian Ministry of Finance has begun disbursing additional funding to enhance the digital Online Single Submission (OSS) business licensing system, aiming to accelerate processes and provide greater certainty for investors. This move follows approval after nearly a year of requests from the Minister of Investment, Rosan Roeslani, to fully integrate OSS with 18 ministries and agencies as mandated by Government Regulation No. 28. The upgrades are expected to streamline operations, reduce negative practices, and minimise face-to-face interactions between businesses and officials.

JAKARTA. The Ministry of Finance (Kemenkeu) has begun disbursing
additional funding to improve and strengthen the digital business
licensing system through the Online Single Submission (OSS). This step
is intended to accelerate the licensing process while enhancing
certainty for business actors investing in Indonesia. Minister of
Investment and Downstreaming/Head of BKPM, Rosan Roeslani, stated that
the budget was only recently approved after being submitted for nearly a
year. The funds will be used to bolster the OSS system, which must now
be fully integrated with various ministries and agencies. This
integration requires the OSS system to automatically connect with around
18 ministries and agencies involved in the business licensing process.
“We must admit that our OSS system experienced some constraints in the
past few months, partly because we wanted to upgrade the OSS system with
Government Regulation No. 28, enabling full automatic integration with
the other 18 ministries,” said Rosan during a meeting with Commission
XII of the DPR RI on Monday (13/4/2026). With this technology, the
licensing process is expected to run more quickly while minimising
potential negative practices in services. Additionally, the
digitalisation of the system is hoped to reduce face-to-face meetings
between business actors and licensing officials.
",
