Finance Minister Purbaya Yudhi Sadewa stated that the control of fuel\nsubsidies, particularly for Pertalite, will be carried out in stages.\nThis step is taken to ensure that energy subsidy distribution is more\ntargeted while maintaining the health of the State Budget (APBN).<\/p>\n
Purbaya explained that one of the schemes currently under discussion\nis restricting access to Pertalite for upper-class households.\nSpecifically, people in the 9th and 10th deciles of income will be\ndirected to switch to non-subsidised fuel. \u201cWe are discussing the\npossibility of implementing restrictions on Pertalite subsidies for the\nupper class. We are currently studying the system,\u201d Purbaya said in\nJakarta on Tuesday (11\/8\/2026).<\/p>\n
He added that the system owned by PT Pertamina (Persero) is currently\ncapable of supporting the restriction mechanism. However, full\nimplementation is still awaiting the readiness of all supporting systems\nto ensure a smooth rollout on the ground.<\/p>\n
This control policy is also driven by ongoing fluctuations in global\noil prices. Purbaya stressed the importance of strategic measures to\nprevent the subsidy burden from swelling and disrupting fiscal stability\nuntil the end of the year.<\/p>\n
In addition to discussing the subsidy scheme, the meeting between the\nFinance Minister and the Minister of Energy and Mineral Resources (ESDM)\nalso highlighted the energy sector\u2019s contribution to state revenue. The\nMinistry of ESDM is recorded as the largest contributor to Non-Tax State\nRevenue (PNBP), which is a crucial instrument in maintaining the\nresilience of the state budget.<\/p>\n
\u201cSo, we focused on ensuring that this year\u2019s state budget is secure.\nThe Ministry of ESDM provides a large contribution to PNBP. We must also\nremain vigilant and ensure our state budget is safe until the end of the\nyear,\u201d he added.<\/p>\n
Echoing the Finance Minister, Minister of Energy and Mineral\nResources Bahlil Lahadalia emphasised that evaluating the energy subsidy\nscheme is urgent. According to him, the allocation of energy subsidies,\nwhich reaches hundreds of trillions of rupiah, has not been fully\ntargeted as it is still enjoyed by affluent groups. \u201cWe also discussed\nthe subsidy scheme so that it is right on target. So far, oil and gas\nsubsidies have not been fully targeted, even people who are well-off\nreceive subsidised fuel,\u201d Bahlil said.<\/p>\n
