Fighting graft 'must top next president's to-do list'<\/p>\n

Fighting corruption tops the list of things that Indonesia's next
\npresident must do in their first 100 days in office, if they want
\nto gain the people's confidence and support, a reform advocacy
\ngroup says.<\/p>\n
The Partnership for Governance Reform launched on Friday a
\nlist of 20 things that must be prioritized by the new president
\nin order to gain the widespread and sustainable public support
\nnecessary to govern effectively for the next five years.<\/p>\n
\"The 20 programs for reform ... if implemented, can lead to
\nthe establishment of a clean and good government,\" the group said
\nin a statement. \"These are programs that carry low political
\nrisks and are doable, but still mobilize widespread public
\nsupport for the new administration, because of their `quick-win'
\nnature.\"<\/p>\n
The list had already been presented to Susilo Bambang
\nYudhoyono, a retired Army general and the front-runner ahead of
\nthe Sept. 20 election runoff. He had endorsed the proposal as a
\nreference for his administration should he be elected, the
\npartnership's executive director H.S. Dillon said.<\/p>\n
The incumbent, President Megawati Soekarnoputri, who is the
\nother contender, has agreed to meet with members of the
\npartnership to discuss the list on Sept. 17, Dillon said.<\/p>\n
On corruption, the partnership said the new president should
\nimmediately execute all court rulings on corruption cases and
\nhandle 10 other corruption cases that have received significant
\npublic attention.<\/p>\n
The new president must also give the Corruption Eradication
\nCommission full authority and the necessary resources, including
\npersonnel and funding, and remove all bureaucratic obstacles to
\nallow the authorities to effectively deal with corruption cases.<\/p>\n
Other programs on the list deal with ensuring that the
\ngovernment itself is clean, supporting the business community,
\nhelping to improve governance among regional administrations,
\nimproving law enforcement -- with a view to giving the people a
\ngreater sense of justice -- and strengthening security and
\ndefense.<\/p>\n
In the past, the president's agenda for their five-year term
\nhad been predetermined by the Guidelines of State Policies
\nwritten up by the People's Consultative Assembly (MPR), which
\nalso elected the president and vice president.<\/p>\n
This year's election is the first direct presidential
\nelection, while the MPR has lost its power to determine policies.<\/p>\n
The partnership said its proposal was designed to fill a gap
\nand to help the elected president think through the programs they
\nwould embark upon once in office.<\/p>\n
The partnership comprises representatives of the government,
\ncivil society, the business world and the international donor
\ncommunity, who have a shared commitment to promoting governance
\nreform in Indonesia. The program proposed for the new president
\nresulted from discussions involving experts from various fields
\nwho are represented in the partnership.<\/p>",
