        "content": "<p>Fighting graft 'must top next president's to-do list'<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>Fighting corruption tops the list of things that Indonesia's next<br>\npresident must do in their first 100 days in office, if they want<br>\nto gain the people's confidence and support, a reform advocacy<br>\ngroup says.<\/p>\n<p>The Partnership for Governance Reform launched on Friday a<br>\nlist of 20 things that must be prioritized by the new president<br>\nin order to gain the widespread and sustainable public support<br>\nnecessary to govern effectively for the next five years.<\/p>\n<p>\"The 20 programs for reform ... if implemented, can lead to<br>\nthe establishment of a clean and good government,\" the group said<br>\nin a statement. \"These are programs that carry low political<br>\nrisks and are doable, but still mobilize widespread public<br>\nsupport for the new administration, because of their `quick-win'<br>\nnature.\"<\/p>\n<p>The list had already been presented to Susilo Bambang<br>\nYudhoyono, a retired Army general and the front-runner ahead of<br>\nthe Sept. 20 election runoff. He had endorsed the proposal as a<br>\nreference for his administration should he be elected, the<br>\npartnership's executive director H.S. Dillon said.<\/p>\n<p>The incumbent, President Megawati Soekarnoputri, who is the<br>\nother contender, has agreed to meet with members of the<br>\npartnership to discuss the list on Sept. 17, Dillon said.<\/p>\n<p>On corruption, the partnership said the new president should<br>\nimmediately execute all court rulings on corruption cases and<br>\nhandle 10 other corruption cases that have received significant<br>\npublic attention.<\/p>\n<p>The new president must also give the Corruption Eradication<br>\nCommission full authority and the necessary resources, including<br>\npersonnel and funding, and remove all bureaucratic obstacles to<br>\nallow the authorities to effectively deal with corruption cases.<\/p>\n<p>Other programs on the list deal with ensuring that the<br>\ngovernment itself is clean, supporting the business community,<br>\nhelping to improve governance among regional administrations,<br>\nimproving law enforcement -- with a view to giving the people a<br>\ngreater sense of justice -- and strengthening security and<br>\ndefense.<\/p>\n<p>In the past, the president's agenda for their five-year term<br>\nhad been predetermined by the Guidelines of State Policies<br>\nwritten up by the People's Consultative Assembly (MPR), which<br>\nalso elected the president and vice president.<\/p>\n<p>This year's election is the first direct presidential<br>\nelection, while the MPR has lost its power to determine policies.<\/p>\n<p>The partnership said its proposal was designed to fill a gap<br>\nand to help the elected president think through the programs they<br>\nwould embark upon once in office.<\/p>\n<p>The partnership comprises representatives of the government,<br>\ncivil society, the business world and the international donor<br>\ncommunity, who have a shared commitment to promoting governance<br>\nreform in Indonesia. The program proposed for the new president<br>\nresulted from discussions involving experts from various fields<br>\nwho are represented in the partnership.<\/p>",
