Fifty employees get punishment<\/p>\n
JAKARTA (JP): The local government has punished about 50 City
\nDevelopment Supervision Agency officials over the last three
\nyears due to bad conduct, including collusion and corruption.<\/p>\n
Suharto, head of the agency, which is in charge of issuing
\nbuilding permits, told reporters yesterday that the punishment
\nwas meted out in various ways, ranging from demotions and
\ntransfers to other positions, to warnings, depending on the
\nviolation the officials made.<\/p>\n
\"Collusion and other negative behavior happens everywhere,
\nincluding my office. Please report to me if you find any
\nmisconduct committed by my subordinates, to enable me to take
\nstern action against them,\" Suharto said.<\/p>\n
He also said reports from the public should be accompanied by
\nclear explanations as to whether the corruption or collusion are
\ncommitted by officials of his agency without involving other
\nagencies.<\/p>\n
Suharto said that his agency is only in charge of analyzing
\nthe architectural drawing of proposals and of issuing building
\npermits.<\/p>\n
Other parts, including block planning and other permits
\nconcerning the city plan, are processed by the City Planning
\nOffice, he said.<\/p>\n
\"Therefore, it is important to give details in regards to
\nwhich process any collusion is conducted,\" Suharto said.<\/p>\n
Suharto made the remarks in response to complaints from the
\nCity Council, which said that collusion is rampant in the
\nprocessing of building permits at the City Development
\nSupervision Agency.<\/p>\n
He said that since his promotion as head of the office in
\n1992, much progress has been made, as can be seen from the many
\napplications for permits.<\/p>\n
\"Annually, my agency issues about 17,000 building permits, 70
\npercent higher than the annual figure before my promotion,\" he
\nsaid.<\/p>\n
Total contributions from permit processing reached Rp 46
\nbillion (US$20.9 million) last year, far exceeding a target, set
\nby the city administration, of Rp 35 billion, he said.<\/p>\n
Suharto added that the contribution in the first four month of
\nthe current 1995\/1996 fiscal year has reached Rp 15 billion.<\/p>\n
In the same period, he said that he sees a decrease in the
\nnumber of violations conducted by applicants.<\/p>\n
Suharto also said that most of the violations dealt with
\nadministrative processing, in which developers or building
\nowners, who are still in the process of applying for the permits,
\nhad started the construction of their projects.<\/p>\n
\"The total amount of fines collected this fiscal year is
\nRp 8.28 billion,\" he said, adding that the highest single fine
\nwas set at Rp 800 million.<\/p>\n
When asked about the numbering of houses in the city being
\npoor, Suharto said that his office does not have enough in the
\nbudget to conduct proper numbering of houses, especially outside
\nreal estate complexes.<\/p>\n
\"The budget for house numbering is too small and it is
\ndifficult to implement it in every part of Jakarta,\" he said.
