        "content": "<p>Fictitious projects <br>\nshould shame ministers<\/p>\n<p>From Bisnis Indonesia<\/p>\n<p>State Minister of National Development Planning and Chairman <br>\nof the National Development Planning Board (Bappenas), Kwik Kian <br>\nGie, has said that the implementation of marked-up or fictitious <br>\nprojects in various ministries, should offend the dignity of the <br>\nrelevant ministers.<\/p>\n<p>They should launch various strategies in order to prevent and <br>\neliminate the corrupt practice that inflicts considerable losses <br>\non the state.<\/p>\n<p>Worse still, according to chairman of contractors association <br>\nInkindo Kristya Kartika, most government agencies have ignored <br>\nPresidential Decree No. 18\/2000 on guidelines for the procurement <br>\nof goods and services. In this way, their projects are realized <br>\nby directly appointing contractors without tenders, which has the <br>\npotential of creating a high-cost economy.<\/p>\n<p>This practice can in fact be ended by applying the principle <br>\nof transparency. The chairman of the Indonesian Bank <br>\nRestructuring Agency (IBRA) can announce through the print media <br>\nthe assets to be auctioned.
