Feasibility study on waterfront city underway: Official<\/p>\n
JAKARTA (JP): A feasibility study of the Waterfront City
\nProject will be ready in six months, Deputy Governor in charge of
\nEconomic and Development Affairs, Tb. M. Rais said yesterday.<\/p>\n
He said discussions were underway about a memorandum of
\nunderstanding with contractors for the project which would be
\nbuilt on 2,700 hectares on the north Jakarta coast.<\/p>\n
On Wednesday Governor Surjadi Soedirdja sought support from
\nlegislators on the project.<\/p>\n
The plan is to build a waterfront city complete with housing,
\nrecreational facilities and a business center.<\/p>\n
It will stretch 32 kilometers of the Jakarta Bay from Pluit in
\nthe west to Cilincing in the east.<\/p>\n
He told Commission II for Administrative Affairs members the
\nproject had the necessary Presidential Decree authorizing the
\ncity to coordinate its implementation.<\/p>\n
But he said the project still needed a decree from the
\nMinister of Transportation.<\/p>\n
Earlier the project was regulated by a joint decree between
\nthe city, the Ministry of Transportation and the National Land
\nAgency.<\/p>\n
The project needs Ministry of Transportation approval because
\nit has jurisdiction over sea-related projects.<\/p>\n
Surjadi told legislators the joint decree should be annulled
\nbecause the city now had a presidential decree.<\/p>\n
The project could immediately start once the Ministry of
\nTransport issued a permit, Surjadi said.<\/p>\n
He guaranteed the project would not increase flood problems
\nbecause it was thoroughly planned. When the project was first
\nannounced critics said it might worsen Jakarta's flood problem.<\/p>\n
Yesterday after meeting the Jakarta Waterfront Development
\nProject, the body the city formed to supervise the plans, Surjadi
\nhinted the city would go ahead with the project which is
\nscheduled to start this year.<\/p>\n
Rais said contractors for the project's first phase included
\nPT Manggala Karya Yudha and PT Pembangunan Jaya.<\/p>\n
PT Manggala, owned by President Soeharto's youngest daughter
\nSiti Hutami Endang Adiningsih, has accumulated 75 hectares. It
\nplans to invest Rp 1 trillion (US454.54 million) on 500 hectares.<\/p>\n
Also on Wednesday Surjadi told legislators the subway project
\nstill had funding problems.<\/p>\n
He said Germany had offered soft loans but the government did
\nnot allow soft loans to be borrowed from foreign countries.<\/p>\n
The Indonesian Japanese European consortium, which wants to
\nbuild the subway, wants the city to pay Rp 2.2 trillion of the
\nproject's estimated Rp 4.2 trillion.<\/p>\n
