        "content": "<p>The signing of a Joint Decree by three ministries on 9 September 2026\nmarks an important change in the management of foreign labour in\nIndonesia.<\/p>\n<p>The Ministry of Investment and Downstream Industry\/BKPM, the Ministry\nof Manpower, and the Ministry of Immigration and Correctional Services\nagreed to integrate three systems: Online Single Submission (OSS),\nSIAPkerja and All Indonesia.<\/p>\n<p>Previously, the three systems operated on their own separate tracks.\nNow, they are all connected into a single service chain to cut\nbureaucracy, provide certainty for investors, and strengthen oversight\nof foreign workers (TKA).<\/p>\n<p>OSS becomes the single entry point for businesses. Applications to\nemploy foreign workers are forwarded to SIAPkerja for examination and\nthe issuance of the Foreign Manpower Utilisation Plan (RPTKA).<\/p>\n<p>Once the manpower requirements are met, the process continues through\nAll Indonesia for verification and the issuance of visas and stay\npermits in accordance with the regulations.<\/p>\n<p>Under this model, applicants no longer have to move from one office\nto another repeatedly. It is the government systems that communicate and\nexchange data.<\/p>\n<p>The government targets the entire process to be completed within a\nmaximum of five working days. For the business world, this time\ncertainty is crucial. It affects project schedules, investment costs,\nthe mobilisation of experts, and production planning.<\/p>\n<p>An integrated procedure can also reduce face-to-face meetings, narrow\nthe space for brokers, and suppress unofficial levies.<\/p>\n<p>However, from the immigration side, this integration must not be read\nmerely as a service acceleration agenda.<\/p>\n<p>Immigration is not simply an issuer of visas and stay permits.\nImmigration is the gatekeeper of the nation. Every ease of entry must be\nbalanced with a stronger capacity for supervision.<\/p>\n<p>The faster the gate is opened, the more carefully the state must\nrecognise who is entering.<\/p>\n<p>Every foreign worker carries important data: identity, nationality,\nexpertise, travel history, the sponsoring company, position, workplace\nlocation, and contract duration. This data must be connected from the\nmoment the application is submitted until the foreign worker leaves\nIndonesia.<\/p>\n<p>RPTKA data must match the visa and stay permit. The approved position\nmust be the same as the work actually carried out. The workplace\nlocation must match the documents. The sponsoring company must also\ngenuinely operate and be accountable.<\/p>\n<p>The system also needs to issue alerts when a stay permit is nearing\nexpiry, when a foreign worker changes companies, works in a different\nlocation, or carries out activities not in accordance with the\npermit.<\/p>",
