Farmers shun cooperatives with corrupt executives<\/p>\n
JAKARTA (JP): Many farmers refuse to join Village Cooperatives
\nUnits (KUD) because most of their executives, particularly those
\nappointed by the government, are corrupt and neglect farmers'
\nneeds, executives of the Indonesian Farmer Association (HKTI)
\nsay.<\/p>\n
\"Based on our observations, KUDs led by government-appointed
\nchairmen are in bad condition and have failed to carry out their
\nintended purpose,\" Oyon Tahyan, a vice chairman of HKTI, said in
\na hearing with Commission IV of the House of Representative (DPR)
\nhere yesterday.<\/p>\n
He said the government, therefore, should not intervene in the
\nappointments of KUD executives.<\/p>\n
Oyon said KUDs with democratically elected executives are more
\nsuccessful in carrying out their programs because those
\nexecutives understand more about the needs of members, including
\ngreater know-how in obtaining loans and fertilizer.<\/p>\n
\"Farmers told me that their monthly contributions to KUDs have
\nalso vanished,\" he added.<\/p>\n
HKTI's chairman, Ismail, said the government apparently has
\nnot made enough efforts to help improve the welfare of farmers.<\/p>\n
Ismail, a retired general who is a former governor of Central
\nJava, explained that farmers still face difficulties in obtaining
\nloans from banks to support their farming activities.<\/p>\n
He acknowledged that the government does annually increase the
\nfloor prices of rice sold to the National Logistic Agency (Bulog)
\nbut it also regularly reduces subsidies for the purchases of
\nfertilizer and pesticides. (yns)<\/p>",
