        "content": "<p>Family planning board counts on educated elite<\/p>\n<p>JAKARTA (JP): State Minister of Population and Chairman of the<br>\nNational Family Planning Board (BKKBN) Haryono Suyono urged<br>\neducated families to help the government in guiding other<br>\nfamilies towards prosperity.<\/p>\n<p>At the opening of a consultative forum of non-governmental<br>\norganizations, Haryono said his office has started to focus on<br>\nurging families to take on roles as the &quot;smallest unit&quot; of<br>\ndevelopment.<\/p>\n<p>They are expected not only to accept government campaigns on<br>\nfamily planning programs and prosperity, but also to pass on to<br>\nother families what they have gained and believed from<br>\nimplementing such campaigns.<\/p>\n<p>Before the second long-term development program, which started<br>\nlast April, the smallest units of development were NGOs and<br>\nvarious government institutions, he said.<\/p>\n<p>&quot;There are currently some 40 million families in Indonesia. If<br>\n10 percent of these can act as units of development, it is<br>\nalready a miraculous achievement,&quot; he said.<\/p>\n<p>Role models<\/p>\n<p>Haryono explained that one of the aims of the consultative<br>\nforum is to identify the types of families who could become role-<br>\nmodels. The forum can also discuss the application of the legal<br>\nbases and theories on family planning programs.<\/p>\n<p>The two-day forum is part of the conceptualizations of several<br>\nlegal milestones, he said.<\/p>\n<p>The passing of Law No. 10, 1992 containing, among others, the<br>\ndefinition of a prosperous family according to Indonesian norms,<br>\nled to the setting of a National Family Day for June 29.<\/p>\n<p>The passing of Governmental Decree No. 21, 1994 containing<br>\nguidelines for the development of families towards prosperity<br>\nalso resulted in a &quot;Prosperous Family Development Movement&quot; which<br>\nbegan on June 1.<\/p>\n<p>&quot;This consultation should find ways of applying these legal<br>\nmilestones in the life of families in the community,&quot; Haryono<br>\npointed out.<\/p>\n<p>Participants of the forum consist of representatives from<br>\nvarious NGOs as well as religious bodies such as Muhammadiyah and<br>\nthe Communion of Churches in Indonesia.<\/p>\n<p>He said the consultations are also expected to provide input<br>\nfor the upcoming International Conference on Population and<br>\nDevelopment scheduled for September in Cairo, an event which<br>\nPresident Soeharto is expected to attend.<\/p>\n<p>In the conference, Indonesia will mobilize support for the<br>\nmale-female partnership on an equal basis, a concept that goes<br>\nfurther than simply the promotion of women&apos;s rights or the<br>\nelimination of sexual discrimination.<\/p>\n<p>Indonesia will also be pushing for its definition of a family<br>\nas one which fits the Indonesian norms of a prosperous family,<br>\nmeaning that it must also be able to strengthen national<br>\ndevelopment, provide prosperity as well as spiritual and physical<br>\nsecurity to its members, he said.<\/p>\n<p>&quot;There is a difference in the Indonesian definition of family<br>\nand other countries&apos;, such as those in the Western world.
