        "content": "<p>Commission VIII of the Indonesian House of Representatives (DPR RI)\nhas urged the Ministry of Religious Affairs (Kemenag) to promptly seek\nbreakthroughs to enhance the welfare of 638,000 private madrasah\nteachers across Indonesia. This call arises after hundreds of thousands\nof these educators were confirmed unable to be appointed as Civil\nServants (ASN) or PPPK due to legislative barriers.<\/p>\n<p>Deputy Chairman of Commission VIII DPR RI, Abidin Fikri, explained\nthat based on a meeting with the Ministry of Administrative and\nBureaucratic Reform (Kemenpan-RB), their appointment is obstructed by\nLaw No.\u00a020 of 2023 on ASN. This regulation does not permit teachers\nworking in private institutions to become government employees.<\/p>\n<p>\u201cI believe a breakthrough is needed. The 638,000 madrasah teachers\nproposed by Kemenag must not face a dead end, leaving them in limbo,\u201d\nAbidin stated at the Parliament Complex in Senayan on Tuesday\n(31\/3\/2026).<\/p>\n<p>As a solution to this impasse, Abidin proposed a scheme for special\nincentives sourced from the state budget. This PDI Perjuangan politician\nsuggested calculating incentives based on the ratio of students and the\nteacher\u2019s service period in Madrasah Ibtidaiyah (MI), Tsanawiyah (MTs),\nand Aliyah (MA).<\/p>\n<p>Abidin provided an illustration: if the ideal ratio is one teacher to\n15 students, the government can simply calculate the total teacher needs\nfrom the number of all private madrasah students nationwide.<\/p>\n<p>\u201cThen calculate the number of students in all madrasahs in Indonesia,\nhow many teachers receive incentives, and add the incentive value based\non the length of service,\u201d Abidin clarified.<\/p>\n<p>Furthermore, Abidin requested the Director General of Islamic\nEducation (Pendis) at Kemenag to meticulously calculate the required\nbudget. Abidin mentioned an estimated range of Rp2 million to Rp5\nmillion per month as a reasonable incentive value for each teacher.<\/p>\n<p>However, he emphasised that the absolute condition for the success of\nthis scheme is data accuracy. Kemenag must have valid and transparent\nstudent data to ensure the incentive distribution is accountable.<\/p>\n<p>\u201cThe principle is that the state must be present. They have struggled\nwith extraordinary dedication, but their welfare has been neglected. We\nwill oversee so that this scheme is included in Kemenag\u2019s budget next\nyear,\u201d he concluded.<\/p>",
