        "content": "<p>Jogja City Government has responded to Deputy Minister of Housing and\nSettlement Areas Fahri Hamzah\u2019s proposal to build stilt houses along\nriverbank settlements, stating it requires careful consideration.<\/p>\n<p>Head of Jogja City\u2019s Public Works, Housing, and Settlements Agency\n(DPUPKP), Umi Akhsanti, said implementing the proposal requires in-depth\nstudy of the riverbank terrain. Besides the habit of ground-level\nhousing, soil conditions also need consideration.<\/p>\n<p>\u201cFor riverbanks this year, the concept remains terraced houses, not\nfour-storey vertical housing,\u201d Umi told detikJogja on Friday\n(29\/5\/2026).<\/p>\n<p>\u201cWe still need to test soil strength, as much of the riverbank land\nis former waste dump sites. We also need to discuss with residents to\nshift from landed housing to vertical housing,\u201d she added.<\/p>\n<p>Fahri also suggested applying vertical housing concepts to the\nsubsidized housing program, allowing such homes to be located near or\nwithin the city.<\/p>\n<p>Regarding the proposal, Umi said it is difficult to realise due to\nscarce land in Jogja. However, the city is identifying potential sites\nfor apartment buildings.<\/p>\n<p>\u201cSubsidized housing within the city is currently not feasible due to\nhigh land costs,\u201d Umi stated.<\/p>\n<p>\u201cWe are identifying locations suitable for vertical housing. In\ndensely populated areas where land status allows for apartment\nbuildings, we will provide specific points,\u201d she added.<\/p>\n<p>Previously, Fahri Hamzah proposed building stilt houses along Jogja\u2019s\nriverbank settlements, citing rising urbanisation forcing cities to grow\nvertically to accommodate population growth.<\/p>\n<p>Fahri stated that limited land leads to slums, especially along\nriverbanks, necessitating well-planned public spaces for cleaner, neater\nenvironments.<\/p>\n<p>\u201cMy suggestion is for all houses to return to the traditional\nIndonesian stilt house concept,\u201d Fahri said after inspecting settlements\nalong the Code River in Kotabaru, Gondokusuman, Jogja, on Friday\n(29\/5).<\/p>\n<p>\u201cThe ground floor serves as public space, with elevated stilts\nproviding areas for gatherings, children to play, and other community\nactivities, as public spaces are vital for the mental well-being of our\nsociety,\u201d he added.<\/p>\n<p>Besides riverbank development programs, the government could use\nsubsidized housing to build vertical dwellings. Fahri said subsidized\nhousing should indeed use vertical concepts, as current programs use\ndistant land to cut costs.<\/p>\n<p>However, this approach has caused urban sprawl \u2013 uncontrolled\nexpansion of urban areas into peripheral or rural regions.<\/p>\n<p>\u201cSubsidized housing creates urban sprawl as it only uses landed\nproperties. Landed homes cannot be built in the city centre, leading to\nexpansion without facilities, infrastructure, or amenities,\u201d Fahri\nexplained.<\/p>\n<p>\u201cThis leads to people unable to stay long, higher costs, children\nunable to attend school nearby, and many vacant homes. It would be\nbetter to stay within the city with vertical housing, which should be\nthe future policy direction to consolidate urban areas,\u201d he added.<\/p>",
