        "content": "<p>'Facilitating' payments?<\/p>\n<p>As a concerned expatriate I am writing to express my<br>\ndissatisfaction with the Indonesian practice of having to make<br>\n\"facilitating payments\" -- a fancy word for bribery.<\/p>\n<p>This unpleasant practice is prevalent within nearly all<br>\nbranches of the government, as well as in the private sector.<\/p>\n<p>Recently I was compelled to make a \"facilitating payment\" to<br>\nthe local police department, even though I was not guilty of any<br>\ncrime. It was a \"pay or go to jail\" situation. Of course I paid.<\/p>\n<p>To obtain an expatriate work permit \"facilitating payments\"<br>\nare required to not one but several branches of government<br>\nconcerned with the issuance of the work permit. I can appreciate<br>\nthat fees are required to process the necessary paperwork to<br>\nobtain the work permit but to pay the additional \"facilitating<br>\npayment\" is outrageous.<\/p>\n<p>The practice of paying these \"facilitating payments\" should be<br>\ninvestigated and the guilty parties punished.
