        "content": "<p>Facilitating deregulation<\/p>\n<p>The government is expected to announce shortly further<br>\nderegulation measures which, according to Minister\/State<br>\nSecretary Moerdiono, will affect key sectors of the economy.<br>\nMoerdiono did not say which categories will be deregulated.<br>\nObservers believe the measure will affect the cement, paper,<br>\nautomotive and retail trade sectors. Obviously, the government's<br>\nintentions are warmly greeted.<\/p>\n<p>Since the early 1980s deregulation has become a key phase. The<br>\ngovernment is well aware of the fact that without deregulation<br>\nthe Indonesian economy would become isolated. Indonesian products<br>\nwould not be able to compete because they would be of inferior<br>\nquality and too expensive.<\/p>\n<p>Indonesia is, at present, one of the countries of East and<br>\nSoutheast Asia which have scored high growth figures in the past<br>\ndecade, due to its sensible economic policies. However, such<br>\ngrowth cannot be sustained, much less accelerated, unless daring<br>\nand consistent deregulation measures are taken by the government.<\/p>\n<p>This warning is implicitly contained in the Asian Development<br>\nBank's recent report. According to the bank, the deregulation<br>\npolicies, which Indonesia so daringly followed in the early<br>\n1980s, have in the past four years stagnated in both efficacy and<br>\ndaring.<\/p>\n<p>The stagnancy in the deregulation policies, to borrow the<br>\nbank's term, has lately affected the sector of investment. The<br>\nCapital Investment Coordinating Board and related ministries,<br>\nparticularly the ministries of industry and trade, appear to lack<br>\na common perception regarding deregulation.<\/p>\n<p>Without the courage to improve the licensing system, the<br>\nforthcoming deregulation measures may not mean very much.
