Komandjaja, The Jakarta Post, Jakarta<\/p>\n<p>The government is being urged to revise the criteria for next<br>\nyear's Primaniyarta award, an export award given to successful<br>\nexporters, because in previous years it has been awarded mainly<br>\nto Indonesia-based foreign companies instead of local companies.<\/p>\n<p>Harmen Sembiring of the National Agency for Export Development<br>\n(BPEN) said on Friday that the government should revise the four<br>\ncriteria in the award, which are absolute export value increase<br>\n(30 percent from the total score), relative export value increase<br>\n(30 percent), market diversification (15 percent) and product<br>\ndiversification (25 percent).<\/p>\n<p>Harmen suggested the percentage for the absolute export value<br>\ncriteria be reduced, and the market diversification or product<br>\ndiversification be given a bigger proportion because those are<br>\nthe key indicators in penetrating the global market nowadays.<\/p>\n<p>He also said that the scores should correspond to the level of<br>\ndifficulty of penetrating each export market. European countries<br>\nand the United States have a higher level of difficulty compared<br>\nto Asian and African countries since they apply many regulations<br>\nto protect their consumers, which create difficulties for<br>\nIndonesian exporters.<\/p>\n<p>Meanwhile, John Situmeang of the University of Indonesia (UI)<br>\nsaid the government should not measure exports only from the<br>\npoint of total growth, but also from the local companies<br>\ncontributing to the export value.<\/p>\n<p>He said that foreign companies such as PT Samsung Electronics<br>\nIndonesia, which won the previous Primaniyarta award, only<br>\nexploited Indonesia as a plant and market site, with the side<br>\neffect of increasing Indonesia's export value.<\/p>\n<p>But he expressed concern that if foreign companies one day<br>\ndecided to relocate their plants outside Indonesia, severe damage<br>\nwould be done to the export value.<\/p>\n<p>Therefore, John said that Indonesia should encourage local<br>\nexporters, and not rely on foreign companies to boost exports.<\/p>",
