        "content": "<p>Experts say three-in-one should stay on the roads<\/p>\n<p>JAKARTA (JP): The city administration should cancel its plan<br>\nto revoke the three-in-one traffic restriction zone policy as it<br>\nwould only create new problems for the city, experts said on<br>\nFriday.<\/p>\n<p>Interviewed separately by The Jakarta Post, an expert on<br>\ntransportation engineering, Alan Marino, and an expert on urban<br>\nplanning, who declined to be named, said the administration<br>\nshould instead concentrate on improving the quality of traffic<br>\nmanagement.<\/p>\n<p>Alan said city residents had become so accustomed to the<br>\nrestricted zone policy that complaints were no longer heard,<br>\nunlike when the project started in 1992.<\/p>\n<p>&quot;So why should the administration create a new problem,<br>\nbecause applying a new (traffic) system is not a simple matter.<br>\nActually, there are examples of problems related to urban affairs<br>\nin the city.<\/p>\n<p>&quot;It has been proven that any policy on urban transportation is<br>\nalways critical but I don&apos;t see that the administration has<br>\nlearned from past experiences as they continue to repeat their<br>\nmistakes, making such hasty decisions,&quot; he said.<\/p>\n<p>Alan, a lecturer at the civil engineering department of the<br>\nUniversity of Indonesia, said that under present conditions there<br>\nwas no other alternative to handling traffic congestion in the<br>\ncity other than improving the public transportation services.<\/p>\n<p>&quot;There is no other way to solve transportation problems in a<br>\ncity with a dense population like Jakarta other than introducing<br>\nthe mass rapid transportation (MRT) system,&quot; he said.<\/p>\n<p>He strongly opposed the administration&apos;s plan to impose the<br>\nsticker system to replace the three-in-one policy.<\/p>\n<p>&quot;The sticker system will not solve traffic problems as those<br>\nwho can afford to purchase the stickers use the streets,&quot; he<br>\nsaid.<\/p>\n<p>An urban planning expert, who spoke on the condition of<br>\nanonymity, shared Alan&apos;s opinion, saying that the sticker system<br>\nwas merely the administration&apos;s way of getting new income.<\/p>\n<p>&quot;The sticker system will also create discrimination in that<br>\nthe streets will be for those who can purchase (the stickers),&quot;<br>\nhe said.<\/p>\n<p>The administration drew public attention recently when it<br>\nreviewed the restricted zone policy by temporarily revoking the<br>\nthree-in-one system between Feb. 7 and Feb. 25.<\/p>\n<p>The administration considered the three-in-one system as<br>\nineffective in handling traffic problems during rush hours as it<br>\nhad encouraged children to act as traffic jockeys.<\/p>\n<p>From the beginning, critics repeatedly said the concept, which<br>\nwas implemented in the city&apos;s central business district of Jl.<br>\nThamrin, Jl. Sudirman and Jl. Gatot Subroto from 06:30 a.m. to<br>\n10:00 a.m on weekdays, would only move the traffic problem to<br>\nother areas due to the lack of alternative roads to reach the<br>\nthoroughfares.<\/p>\n<p>The urban planning expert said the administration should<br>\nprioritize dealing with the traffic jockey problem in order to<br>\nupgrade the three-in-one system.<\/p>\n<p>&quot;The administration should handle the jockey problem, which is<br>\nthe problem with the restricted zone policy, but not revoke the<br>\npolicy itself,&quot; he said.<\/p>\n<p>He added that initially the three-in-one policy was<br>\nimplemented for the sake of the Non-Aligned Movement conference<br>\nhere in 1992.<\/p>\n<p>&quot;It was to improve the image of the city. The authorities did<br>\nnot want conference delegates encountering traffic problems<br>\nduring that time,&quot; said the expert, who was a city official when<br>\nthe three-in-one system was introduced.
