        "content": "<p>Experts say rapes can be engineered<\/p>\n<p>JAKARTA (JP): Medical experts agreed at a meeting on Friday<br>\nthat rapes were usually not sexually motivated and could be<br>\nengineered by an organized group.<\/p>\n<p>\"Sex is not the primary factor in rape, particularly in mass<br>\nrapes,\" Wimpie Pangkahila, an andrology and sexology expert,<br>\nsaid, adding that known rape victims have been recorded to be as<br>\nyoung as 5 months and as old as 90 years.<\/p>\n<p>\"And it can spontaneously happen under conducive conditions,<br>\nor it can be engineered by a group with certain motives.\"<\/p>\n<p>In most rape cases, \"expression of power or anger is more<br>\ndominant, while sexual urge is secondary\", he said.<\/p>\n<p>Wimpie presented a study, Mass Rapes: a Bio-medical Review, at<br>\na public dialog held by the Civil Society on Violence against<br>\nWomen. Other speakers were noted psychiatrist Dadang Hawari and<br>\nsexologist Naek L. Tobing.<\/p>\n<p>Wimpie, a lecturer at Udayana University in Bali, defined rape<br>\nas a pseudo-sexual act \"which is more related to status,<br>\naggression, control and domination, rather than pleasure or<br>\nsexual satisfaction.\"<\/p>\n<p>Some drugs can stimulate people's aggressive sexual behavior<br>\nas well, he said, refusing to identify the drugs because of<br>\nmedical ethics.<\/p>\n<p>Dadang, a former president of the Indonesian Psychiatric<br>\nAssociation, noted that people committing rape during the May<br>\nriots in Jakarta and other cities in the country could possibly<br>\nhave been under the influence of certain drugs.<\/p>\n<p>\"Under certain medicines, people act like robots. They do<br>\nwhatever they are told to do, including saying Allahu Akbar (God<br>\nis Great) before raping,\" Dadang said, referring to controversial<br>\nreports of a victim quoting her rapists.<\/p>\n<p>There could have been parties, he argued, who intended to<br>\ndiscredit Moslems by victimizing Chinese-Indonesians.<\/p>\n<p>Dadang cited a statement by activist Yeni Rosa Damayanti, who<br>\nhad told the forum that she had recently gained information of<br>\ncivilians trained to instigate riots in East Timor.<\/p>\n<p>Mass rapes occur in war or war-like situations, Dadang said,<br>\nadding that while he believed the reports of mass rapes during<br>\nthe May riots, the scale could not have been like that in Bosnia,<br>\nfor instance.<\/p>\n<p>What happened in May, he said, \"was created to look like a war<br>\nzone.\"<\/p>\n<p>In his paper, Wimpie cited the occurrence of mass rapes in<br>\nseveral countries, all in war situations.<\/p>\n<p>The experts expressed concern about authorities' statements<br>\ndenying the reported rapes during the May riots. Dadang demanded<br>\nthat officials should instead ensure the safety of the victims<br>\nand all parties linked to the investigation.<\/p>\n<p>The experts said the police's approach in its rape<br>\ninvestigations had ignored the psychological impacts the victims<br>\nwere suffering. They, however, echoed earlier concerns voiced by<br>\nmembers of the government-appointed fact-finding team<br>\ninvestigating the riots on the need of evidence.<\/p>\n<p>Wimpie said it was hard to prove rape given the definition of<br>\nthe crime in the Criminal Code.<\/p>\n<p>The definition stipulates violent penetration, implying that<br>\nsperm is needed as evidence. He said, however, that sperm was not<br>\nalways present in victims.<\/p>\n<p>\"The absence of sperm could be caused by premature or<br>\ninterrupted ejaculation. And it is possible that rape happens<br>\nwithout penetration,\" he said. Dadang urged the law be amended to<br>\nprovide a clearer definition of rape.<\/p>\n<p>A source requiring anonymity told the forum of threats to<br>\ndoctors dealing with victims.
