Experts dissatisfied with police internal reform<\/p>\n

Despite its achievements in the fight against terrorism, the
\nNational Police remain unable to meet its internal reform demand
\nof providing security and public services, experts concluded on
\nWednesday.<\/p>\n
The reform movement, they said, has not helped the National
\nPolice improve its poor image.<\/p>\n
In a national seminar hosted by the Indonesian Institute of
\nSciences (LIPI) and the National Police, most speakers hailed the
\npolice's achievements, but criticized the lack of change in the
\nbehavior of officers.<\/p>\n
\"Unfortunately, police reform has not lived up to
\nexpectations,\" LIPI researcher Indria Samego said.<\/p>\n
Indria said people could see the institutional and structural
\nreforms contained in the law on the National Police, which is now
\nbeing deliberated, and the restructuring now taking place within
\nthe police organization.<\/p>\n
However, Indria said, people need more. They want to see the
\npolice change its behavior in order to repair its tarnishing
\nimage.<\/p>\n
He added that it was difficult to imagine the police reforming
\nits culture while other law enforcement institutions, including
\njudges and prosecutors, continued with their \"dirty\" behavior.<\/p>\n
\"It won't do any good if the police try to become angels while
\nother law enforcers maintain their ties with evil,\" he said.<\/p>\n
Political analyst Syamsuddin Haris said that to restore its
\nimage and improve its professionalism, the police should be fair
\nin handling all cases, while at the same time building a synergy
\nwith the Indonesian Military and governments officials.<\/p>\n
Earlier, keynote speaker National Police chief Gen. Da'i
\nBachtiar said he wanted to turn the police into a force that
\nserved and protected the people.<\/p>\n
Da'i said that ideally there should be one police officer for
\nevery 300 residents, but currently there was only one for every
\n1,000 in the country.<\/p>\n
In the meantime, instead of expanding the number of personnel,
\nthe police were prioritizing enhancing their mobilization and
\ncommunication, he said.<\/p>\n
He said he was pleased by the police's institutional and
\nstructural reform, but admitted that a lot of work needed to be
\ndone.<\/p>\n
The seminar on Wednesday also was attended by Taufik Abdullah,
\nHarkristuti Harkrisnowo, Ichlasul Amal, Tjuk Sugiarso, Indria
\nSamego, Tubagus Rono Nitibaskara, Syamsuddin Haris, Reydonny Zar
\nMoenek, J. Kristiadi and Ansyaad Mbai, as well as numerous senior
\npolice officers.<\/p>\n
Police reform has been going on for five years, during which
\ntime the experts noted that the police had achieved major
\naccomplishments, including its handling of the Bali bombings, the
\nmurder of the director of Asaba and the armed robbery that
\nclaimed the life of the wife of the finance ministry secretary-
\ngeneral.<\/p>",
