JAKARTA \u2014 A criminal law expert has warned that the discourse\nregarding the extension of the retirement age for National Police\n(Polri) members within the revision of Law Number 2 of 2002 concerning\nthe National Police of the Republic of Indonesia (RUU Polri) could\nhinder regeneration and organisational renewal. This condition is deemed\nhighly likely to occur if the policy is not accompanied by a clear\ninstitutional design.<\/p>\n
\u201cFrom the perspective of institutional reform, I see that if this\nretirement age is extended without a design for regeneration, a merit\nsystem, and performance evaluation, it may obstruct organisational\nrenewal,\u201d stated Maradona during a Public Hearing (RDPU) regarding the\nPolice Bill at Commission III of the House of Representatives (DPR RI)\non Tuesday.<\/p>\n
Nevertheless, he emphasised that the extension of the retirement age\nshould not merely be viewed through the lens of retaining personnel who\nremain productive. The Government and Parliament, Maradona noted, must\nalso consider the impact on organisational regeneration, the career\nprogression of members, and the institution\u2019s needs in facing modern\ndevelopments.<\/p>\n
\u201cWe must also ensure there is no blockage in regeneration and\norganisational careers. We are living in an era beyond millennials, such\nas the digital natives; the evolution of crime often necessitates\nfollowing the evolution of generations that are suited to the times,\u201d\nMaradona explained.<\/p>\n
This is because many senior officers and members actually possess\nhigh capacity despite approaching retirement age. \u201cThese senior police\nofficers, while still at productive ages, certainly possess high\nmaturity of thought, professional networks, and strategic tactical\nexpertise. Therefore, if the organisation loses individuals with such\ncapacity due to age, it would certainly be detrimental to the\norganisation,\u201d he said.<\/p>\n
Consequently, Maradona believes that the regulation of the retirement\nage must be conducted selectively. The extension of service periods\ncould be granted for specific fields or expertise, provided it is\naccompanied by clear limitations and measurable performance\nevaluations.<\/p>\n
