        "content": "<p>Jakarta \u2014 Dr Edi Hasibuan, a policing law expert at Bhayangkara\nUniversity Jakarta, has stated that the most appropriate position for\nthe Indonesian National Police (Polri) is to remain directly under the\nPresident and be answerable directly to the President.<\/p>\n<p>Hasibuan further argued that the Police Chief must be appointed and\ndismissed by the President following approval from the House of\nRepresentatives (DPR).<\/p>\n<p>\u201cBased on the academic studies we have conducted, there is nothing\nbetter than this arrangement. Polri\u2019s position already aligns with\nIndonesian constitutional law,\u201d Hasibuan said during a statement in\nJakarta on Sunday.<\/p>\n<p>He made these remarks after serving as a speaker at a national\nwebinar titled \u201cPolri\u2019s Position from an Academic Perspective,\u201d\norganised by the Association of Indonesian Law and Criminology Lecturers\n(ADIHGI).<\/p>\n<p>Hasibuan expressed hope that Polri would not be continually\npoliticised or drawn into discussions about placing it under a\nministry.<\/p>\n<p>\u201cThe idea of placing Polri under a ministry is outdated and\nrepresents a significant step backward,\u201d said the author of several\nbooks on police law and police law policy.<\/p>\n<p>Regarding proposals that the President alone should select the Police\nChief without going through the House\u2019s Commission III, Hasibuan\nconsidered such a suggestion inappropriate.<\/p>\n<p>\u201cBased on the academic research we have conducted, the selection of\nthe Police Chief must still require House approval to ensure oversight,\u201d\nsaid the former member of the National Police Commission (Kompolnas) for\n2012\u20132016.<\/p>\n<p>The webinar, attended by students and legal practitioners, also\nfeatured Dr Kurniawan Tri Wibowo, SH., MH., a criminal law expert from\nAmikom Purwokerto. The event was moderated by Alfahrizal, SH.<\/p>\n<p>According to Kurniawan, Polri\u2019s position under the President has\nproven effective. The police force\u2019s performance has garnered\nconsiderable appreciation. \u201cIf there are shortcomings, those are\ncertainly what we should address, not its institutional position,\u201d he\nsaid.<\/p>",
