But, time and<br>\nagain it has come to light that end of year departmental budget<br>\nleftovers are spent on unnecessary items. Is that not<br>\nextravagance?<\/p>\n<p>Here is another example. Suppose election funds were forever<br>\nincreasing. Is that also extravagance? Are the former ballot<br>\nboxes stored for reuse in the next election? Printed documents<br>\ncould be cut down for more efficient use.<\/p>\n<p>We should adopt \"thrifty\" habits and look for practical<br>\nresults which are less time consuming and ultimately productive<br>\nand efficient.<\/p>\n<p>This writer is convinced that only of 75 percent of the<br>\nelection funds are needed and the remaining 25 percent could be<br>\nput to good use \"training human resources\" since some departments<br>\nhave long been infested with corruption, collusion and<br>\nbureaucratic red tape.<\/p>\n<p>Another example is in non-governmental affairs.
