Exclusive zone, territorial claims<\/p>\n

An article in Kompas daily (March 7) written by I Basis Susilo
\nnoted that Indonesia's loss of Sipadan and Ligitan islands was
\ndue to the lack of a continuous presence, effective settlement
\nand guarantee for nature conservation on border islands.<\/p>\n
In his book, Indonesia's exclusive economic zone and
\ncontinental shelf, First Adm. (ret) Adi Sumardiman, among others,
\nmentions two countries with traditional rights over areas within
\nthe Indonesian exclusive economic zone.<\/p>\n
Malaysia has rights over the South China Sea, based on the
\nRecord of Discussion supplemented to the Indonesia-Malaysia
\nagreement of Feb. 25, 1982, and Papua New Guinea has rights over
\nthe Pacific Ocean, north of West Irian province, based on the
\nmaritime border agreement of Dec. 11, 1980.<\/p>\n
Traditional rights mean the rights of traditional fishermen of
\nMalaysia and Papua New Guinea to fish within the territory of the
\nIndonesian exclusive economic zone. If their fishermen are
\nengaged in organized activities and have settled on border
\nislands in the Natuna or Riau archipelagoes, some day Malaysia
\nmay claim them, as in the case of Sipadan and Ligitan.<\/p>\n
The question is whether there is already a concrete concept
\nfor the central government and regional administrations to
\nmonitor the fishermen's activities, as well as the Indonesia-
\nMalaysia and Indonesia-Papua New Guinea borders. It is hoped the
\nrelevant authorities will clarify this matter.<\/p>\n
