Ex-serviceman killed in Aceh<\/p>\n
BANDA ACEH, Aceh: Marzuki Achmad, a retired Army first
\nlieutenant was shot dead by two unidentified men in his house in
\nLamkruet Village, Lhoknya, Aceh Besar on Tuesday.<\/p>\n
Maj. Zaenal Mutaqin, spokesman for the military operation in
\nAceh, blamed the Free Aceh Movement (GAM) for the murder.<\/p>\n
He also said on Wednesday that the local military had shot
\ndead two rebels in a raid on a GAM stronghold in Paya Baro
\nVillage in West Aceh.<\/p>\n
One of those killed was named as Darmansyah, 26, while the
\nother victim has yet to be identified.<\/p>\n
In North Aceh, four civilians were injured after a hand
\ngrenade was thrown by a group of armed men in Simpang Empat,
\nKrueng Geukuh.<\/p>\n
Zaenal called on locals to cooperate with security personnel
\nin opposing the violence being perpetrated by the rebels in the

Govt criticized over funds<\/p>\n
YOGYAKARTA: Jarot Subyantoro, chairman of the Sleman regency
\nlegislature, criticized the central government on Wednesday,
\nsaying the way it had distributed general allocation funds (DAU)
\nto regencies in the province for the 2002 fiscal year was unfair.<\/p>\n
He cited the example of Sleman, which, with a payroll of
\n15,000 civil servants, received funds of just Rp 260 billion,
\ncompared to the Rp 268 billion given to Bantul, which has to pay
\nfewer civil servants.<\/p>\n
According to him, his regency should have received at least Rp
\n270 billion to allow it to use part of the general allocation
\nfunds to finance its development projects.<\/p>\n
He said the central government should revise its criteria on
\nthe distribution of general allocation funds to provinces,
\nmayoralties and regencies.<\/p>\n
\"The government must use objective criteria in distributing
\nthe general allocation funds to avoid any resentment among the
\nregencies,\" he said.<\/p>\n
Bantul was given more DAU funds than Sleman because it has

Squatters ordered to leave national park<\/p>\n
KENDARI, Southeast Sulawesi: South East Sulawesi Governor La
\nOde Kaimoeddin called on forest squatters in Rawa Aopa Watuhomai
\nNational Park to leave the forest area prior to the end of his
\ntenure this year.<\/p>\n
\"They must leave the national park before the end of my term
\nin office,\" he said here on Wednesday.<\/p>\n
Hundreds of locals have returned to cut down trees in the
\nnational park following their forced eviction in 1997, 1998 and
\n2000 after they turned down the local administration's offer of a
\nresettlement program.<\/p>\n
He accused a local nongovernmental organization of backing the
\nsquatters' return to the national park.<\/p>\n
\"The government will take firm measures against squatters who
\nrefuse to leave the forest area,\" he said.<\/p>\n
The 105,000-hectare national park provides a habitat for rare
\nand protected species such as dwarf buffaloes, deer and rare
\nbirds.

Kerosene crisis continues in Cirebon<\/p>\n
CIREBON, West Java: The Cirebon authorities have set up a
\njoint team consisting of representatives from the state-owned oil
\ncompany Pertamina, the local attorney's office, the local
\nadministration and security authorities to handle the continued
\nkerosene crisis in the region.<\/p>\n
The team has been instructed to crack down on the alleged
\nstockpiling of kerosene by Pertamina's local distributors in
\nanticipation of the government's plan to raise fuel prices later
\nthis month.<\/p>\n
Adj. Sr.Comr. Musyafak, chief of the Cirebon Police Precinct,
\nadmitted that the joint team had been established because of the
\nworsening nature of the crisis.<\/p>\n
He denied that the establishment of the joint team had come
\nlate, pointing out that the local police had yet to complete
\ntheir investigation into the causes of the kerosene crisis.<\/p>\n
He said that the police had uncovered the location of several
\nbunkers where the fuel was being stockpiled.<\/p>\n
He reported, for example, that the police had seized 20 tons
\nof kerosene on Tuesday from a bunker belonging to Danto, a
\ndistributor in the regency in Gegesik subdistrict.<\/p>\n
He said the suspect could face five years imprisonment and a
\nfine of Rp 30 million in accordance with the law on oil and gas.

Serui lacks public transport<\/p>\n
SERUI, Irian Jaya: The people of Serui in Yapen Waropen
\nregency, Irian Jaya, lack the public transportation facilities
\nneeded to overcome their isolation.<\/p>\n
Dominggus Aritababa, a tribal leader in Serui, said here on
\nWednesday that the remote subdistrict would continue to lag
\nbehind other parts of the province unless the government provided
\npublic transportation facilities, especially boats, to allow
\nlocals to transport their farm produce.<\/p>\n
Most people in the subdistrict earned their livelihood from
\nfishing and farming but there were no public transportation
\nfacilities to transport their products to traditional markets, he
\nsaid.<\/p>\n
He said that, as the regional autonomy era had now begun, the
\nlocal administration should provide more boats, which were vital

Six die in traffic accidents<\/p>\n
CIREBON, West Java: At least six people died and three others
\nwere seriously injured in two separate traffic accidents in
\nIndramayu and Jatibarang, Cirebon Regency on Tuesday.<\/p>\n
In the first accident, a passenger bus, Luragung, collided
\nhead-on with a minibus in Jatibarang, killing four people
\ninstantly and leaving three others seriously injured.<\/p>\n
The dead were identified as Indra Setiawan, 23, Toto, 22,
\nEndang, 50, and Dani, 53 while the injured were Daryoto, 54,
\nRastri, 26, and Adam, 6, all of whom were taken to the
\nArjowinangun General Hospital in Cirebon for treatment.<\/p>\n
All the victims were members of a single family from
\nPurbalingga, Central Java.<\/p>\n
Witnesses said the collision occurred as the bus tried to
\novertake a car and then struck the minibus, which was coming from
\nthe opposite direction.<\/p>\n
The second accident occurred when another passenger bus, Dedi
\nJaya, collided with a motorcycle on the Balongan highway, killing
\nthe rider and passenger instantly.<\/p>\n
The two victims --Musanif, 40, and Rudi, 41-- were brought to
\nIndramayu General Hospital before their bodies were collected by
\nrelatives.<\/p>\n
Witnesses said the bus driver, who was believed to be
\nfatigued, was unable to stop his vehicle, which was traveling at
\nhigh speed when the accident occurred. --Antara<\/p>\n
Banten governor to be installed<\/p>\n
SERANG, West Java: Minister of Home Affairs Hari Sabarno was
\nscheduled to swear in Djoko Munandar as the maiden governor of
\nBanten and Atut Chosiah as his deputy some time in the next few
\ndays, following President Megawati Soekarnoputri's acceptance of
\nthe results of the Banten gubernatorial election.<\/p>\n
Muslim Djamaluddin, deputy chairman of the Banten provincial
\nlegislative council, said on Tuesday that the president's
\nrecommendation the two be sworn in had been issued on Monday and
\nthat the swearing-in ceremony was expected to take place in
\nSerang on Saturday or Monday.<\/p>\n
The pairing of Djoko and Atut, both from the United
\nDevelopment Party (PPP), won votes from 37 of the 45 legislators
\nin the gubernatorial election held on Dec. 3, 2001 in the town.
