        "content": "<p>Ex-councillors charged with fraud over 'wives'<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>Two former councillors of South Bengkulu regency, Bengkulu<br>\nprovince, have been named suspects for falsifying legal documents<br>\nwith a view to profiting from a spousal allowance.<\/p>\n<p>Tinangun and Inyo M. Hutagalung, councillors during the 1999-<br>\n2004 term, both falsified marriage documents and claimed to have<br>\ntwo wives to be entitled to double the spousal allowance.<\/p>\n<p>Tinangung and Inyo are both single.<\/p>\n<p>The fraud is the first case of its kind to have emerged amid<br>\nthe dozens of graft cases across the country implicating or<br>\ninvolving councillors.<\/p>\n<p>\"The case files have been transferred to the local<br>\nprosecutor's office for further investigation,\" Bengkulu Police<br>\ndetectives chief Sr. Comr. Iskandar Ibrahim said on Saturday as<br>\nquoted by Antara.<\/p>\n<p>Iskandar said the two ex-councillors had lied to the public,<br>\nas they were still bachelors, adding that the two had caused<br>\nlosses to state by taking spousal allowances to which they were<br>\nnot entitled.<\/p>\n<p>He said their trial would be held soon after the prosecutors<br>\ncompleted the case files and submitted them to court.<\/p>\n<p>In addition to the illegally procured spousal allowances, the<br>\ntwo were also receiving legitimate allowances such as operational<br>\nand housing allowances on top of their monthly salaries.<\/p>\n<p>The salary of legislative councillors range from Rp 10 million<br>\n(US$1,111) to 20 million, depending on the financial capabilities<br>\nof the local governments, and is far higher than that of most<br>\ncivil servants.<\/p>\n<p>A new civil servant, for example, only earns Rp 700,000 to Rp<br>\n1 million a month.<\/p>\n<p>It is an oft-debated public issue as to why councillors, who<br>\nreceive good salaries, embezzle taxpayers' money for their own<br>\ngain.<\/p>",
