        "content": "<p>The government has assessed the implementation of the Work\nFlexibility policy under the work-from-home (WFH) scheme for Civil\nServants (ASN) in the first week as running smoothly and encouraging.\nThe Minister for State Apparatus Utilisation and Bureaucratic Reform\n(PANRB), Rini Widyantini, stated that overall, the WFH implementation in\ncentral government agencies has proceeded in accordance with the policy.\n\u201cSo far, our notes show a fairly encouraging picture. The implementation\nin central government agencies is running conducively and is able to\nmaintain performance. This is also part of the experience we have\ncarried out throughout the previous Covid-19 pandemic,\u201d said Rini in\nJakarta, quoted on Tuesday (14\/4\/2026). She added that ministries and\nagencies have quickly adapted to a work pattern based on the\ncharacteristics of official duties and performance achievements oriented\ntowards outputs and outcomes. \u201cThis is not a reduction in working hours,\nbut a form of transformation in the way of working to be smarter, more\nefficient, adaptive, and responsive. The ASN performance targets remain\nunchanged; what changes is how they work,\u201d she stressed. Rini emphasised\nthat public services remain the top priority in implementing this\npolicy. Based on monitoring through the Public Satisfaction Survey and\ncomplaint channels in each agency, essential services continue to run\nnormally. \u201cWhat is our top priority and this cannot be negotiated is\nthat public services continue to run well. Essential services and those\nthat directly impact the public continue to run and do not stop as\nusual, including for vulnerable groups,\u201d she explained. Nevertheless,\nthe government has noted several areas that still need improvement,\nincluding the uneven readiness of digital infrastructure across agencies\nand the adjustment process in mapping types of work that can be done\nflexibly versus those that must still be carried out face-to-face.\n\u201cIndeed, there is variation in digital infrastructure readiness among\nagencies, and some are still in the process of adjusting task divisions.\nWe continue to monitor and refine this,\u201d said Rini. Regarding\nimplementation in the regions, coordination continues with local\ngovernments in accordance with the authority of the Ministry of Home\nAffairs, which has its own technical guidelines for regional ASN.\nFurthermore, Rini affirmed that a one-week evaluation is not sufficient\nto draw comprehensive conclusions. This policy evaluation will be\nconducted periodically every two months, with the first evaluation\nscheduled for June 2026. \u201cEvery agency is required to report\norganisational performance achievements, ASN performance, energy\nefficiency, and public service quality. From there, we will use it as a\nstrong data base to make adjustment steps if necessary,\u201d she revealed.\nShe also expressed optimism about the success of this policy by\nemphasising the importance of continuous oversight. \u201cIn essence, we are\noptimistic but remain vigilant. Bureaucratic work culture transformation\nis a process, not a one-time event.
