        "content": "<p>European Parliament issues resolution on Maluku, Aceh and Papua<\/p>\n<p>ANTARA<br>\nJakarta<\/p>\n<p>The European Parliament has issued a resolution calling on <br>\nIndonesia to formulate an immediate peaceful solution to the <br>\nconflicts in Maluku, Aceh and Papua, while affirming its <br>\nrecognition on Indonesia&apos;s integrity, a report said.<\/p>\n<p>Signed by 13 members of the parliament, the resolution <br>\nsuggested that Indonesia invite the United Nations&apos; special<br>\nrapporteurs to investigate the alleged torture of civilians by <br>\nthe military in the provinces of Aceh and Papua.<\/p>\n<p>The resolution was issued during the European Parliament <br>\nmeeting held in France last week to discuss human rights issues <br>\nin Indonesia, Antara reported from Brussels on Wednesday.<\/p>\n<p>The resolution contains 15 points on facts and information on<br>\nhuman rights violations found by the European Parliament, and 11<br>\npoints on its concerns and calls on Indonesia to take immediate<br>\nmeasures against various human rights violations in the provinces.<\/p>\n<p>In Maluku, the parliament spotlighted the absence of an <br>\nindependent inquiry commission, the arrest of Laskar Jihad (holy <br>\nwar) commander Ja&apos;afar Umar Thalib on May 4, 2002, who had <br>\nprovoked Maluku&apos;s Muslims to ignore the Malino II peace accord on <br>\nApril 26.<\/p>\n<p>It also said that Indonesia had held peaceful dialogs with the <br>\nFree Aceh Movement (GAM) in Geneva on May 10, 2002.<\/p>\n<p>On Papua, the European Parliament made mention of a fact that<br>\nthe National Investigation Commission had claimed six members of the<br>\nArmy&apos;s Special Force (Kopassus) were involved in the murder of Theys<br>\nHiyo Eluay, chairman of the Free Papua Movement&apos;s Presidium Council.<\/p>\n<p>In other parts of the resolution, the European Parliament<br>\nexpressed concern over the United Nations&apos; Human Rights Commission<br>\nled by Mary Robinson which it viewed as having failed to live up to<br>\nits responsibility on the occurrence of human rights violations <br>\nin the three Indonesian provinces.<\/p>\n<p>It hailed the government&apos;s measures to drive away all members <br>\nof the Laskar Jihad from Maluku, saying the Indonesian government <br>\nwas committed to peaceful resolution.<\/p>\n<p>On Aceh and Papua, the resolution also urged the Indonesian<br>\ngovernment to form independent enquiry commissions composing of<br>\ninternational human rights experts to investigate the slaying of<br>\nEluay and also human rights cases in Aceh.<\/p>",
