EU assistance to Indonesia's general election<\/p>\n
To assist Indonesia in its electoral process, the EC is making
\navailable a euro (EUR) 7 million (US$ 7 7 million) support
\npackage, through the United Nations Development Program (UNDP)
\nThe objective is to contribute to ensure the fullest possible
\ninvolvement of civil society at each stage of the electoral
\nprocess and to observe the process itself by providing assistance
\nto independent national monitoring groups<\/p>\n
The support package will comprise two components<\/p>\n
Component One: Support to civil society groups (CSGs) and non-
\ngovernmental organizations (NGOs) will provide financial and
\ntechnical assistance to the CSGs\/NGOs for election-related
\ninterventions -- preelection, polling day and postelection
\nmonitoring, voter education and media assistance<\/p>\n
The UNDP, together with the EC Representation in Jakarta will
\nelaborate a framework document specifying the beneficiaries of EC
\nfunding and types of actions to be supported Where appropriate,
\nthe EC will try to support actions which also receive bilateral
\nfunding from EU member states<\/p>\n
The main part of Component One's budget will support national
\nmonitoring efforts given the importance the EU attaches to those
\nefforts Potential beneficiaries so far are the two established
\nmonitoring groups that gained monitoring experience during the
\nlast elections: KIPP and SBSI This will have a long-term impact
\nsince it will strengthen their capacities for future elections
\nOther groups like voter education NGOs and media-related groups
\nare also under funding consideration<\/p>\n
Component Two: European Observation Unit will comprise a core
\nteam plus 30 long-term and 60 short-term observers from EU member
\nstates<\/p>\n
The core team will be responsible for logistical preparation
\nand operational and financial aspects related to the deployment
\nof observers to be funded out of the support package It will
\nprovide the same facilities to any additional observers to be
\nfunded by EU member states or the European Parliament, and will
\nundertake coordination with all activities funded under Component
\nOne.<\/p>\n
Long-term observers will stay from 45 days to 75 days, to
\nobserve the whole electoral process until the final result is
\npublished Short-term observers will stay for 15 days, on polling
\nday itself and a short period around it Close collaboration with
\nnational monitoring organizations will be ensured countrywide<\/p>\n
Together with bilateral contributions from EU member states,
\ntotal EU contribution to the electoral process will be between
\n$14 million and $15 million, making the EU the third-biggest
\nprovider of electoral assistance.<\/p>",
