        "content": "<p>EU assistance to Indonesia&apos;s general election<\/p>\n<p>To assist Indonesia in its electoral process, the EC is making<br>\navailable a euro (EUR) 7 million (US$ 7 7 million) support<br>\npackage, through the United Nations Development Program (UNDP)<br>\nThe objective is to contribute to ensure the fullest possible<br>\ninvolvement of civil society at each stage of the electoral<br>\nprocess and to observe the process itself by providing assistance<br>\nto independent national monitoring groups<\/p>\n<p>The support package will comprise two components<\/p>\n<p>Component One: Support to civil society groups (CSGs) and non-<br>\ngovernmental organizations (NGOs) will provide financial and<br>\ntechnical assistance to the CSGs\/NGOs for election-related<br>\ninterventions -- preelection, polling day and postelection<br>\nmonitoring, voter education and media assistance<\/p>\n<p>The UNDP, together with the EC Representation in Jakarta will<br>\nelaborate a framework document specifying the beneficiaries of EC<br>\nfunding and types of actions to be supported  Where appropriate,<br>\nthe EC will try to support actions which also receive bilateral<br>\nfunding from EU member states<\/p>\n<p>The main part of Component One&apos;s budget will support national<br>\nmonitoring efforts given the importance the EU attaches to those<br>\nefforts  Potential beneficiaries so far are the two established<br>\nmonitoring groups that gained monitoring experience during the<br>\nlast elections: KIPP and SBSI  This will have a long-term impact<br>\nsince it will strengthen their capacities for future elections<br>\nOther groups like voter education NGOs and media-related groups<br>\nare also under funding consideration<\/p>\n<p>Component Two: European Observation Unit will comprise a core<br>\nteam plus 30 long-term and 60 short-term observers from EU member<br>\nstates<\/p>\n<p>The core team will be responsible for logistical preparation<br>\nand operational and financial aspects related to the deployment<br>\nof observers to be funded out of the support package  It will<br>\nprovide the same facilities to any additional observers to be<br>\nfunded by EU member states or the European Parliament, and will<br>\nundertake coordination with all activities funded under Component<br>\nOne.<\/p>\n<p>Long-term observers will stay from 45 days to 75 days, to<br>\nobserve the whole electoral process until the final result is<br>\npublished  Short-term observers will stay for 15 days, on polling<br>\nday itself and a short period around it  Close collaboration with<br>\nnational monitoring organizations will be ensured countrywide<\/p>\n<p>Together with bilateral contributions from EU member states,<br>\ntotal EU contribution to the electoral process will be between<br>\n$14 million and $15 million, making the EU the third-biggest<br>\nprovider of electoral assistance.<\/p>",
