However, corruption continues to persist.<\/p>\n<p>\u201cI believe the problem is not the absence of legal norms or law\nenforcement institutions. What is lacking is ethical and moral\nawareness,\u201d Mahendra said here on Sunday.<\/p>\n<p>He said his decades of experience overseeing legal affairs, during\nwhich he helped draft numerous laws and regulations, had led him to\nconclude that law enforcement alone is insufficient to eradicate\ncorruption.<\/p>\n<p>\u201cI have helped draft hundreds of laws. I helped establish various\ninstitutions, expanded investigative powers, set up the KPK, and helped\nestablish corruption courts. But why have we still failed to eradicate\ncorruption?
