        "content": "<p>Jakarta (ANTARA) - The Directorate General of Minerals and Coal\n(Ditjen Minerba) at the Ministry of Energy and Mineral Resources (ESDM)\nis strengthening mining governance by ensuring that all licensing\nprocesses and supervision of mining activities run through a\nstandardised, measurable, and digitalised system.<\/p>\n<p>\u201cEvery mining activity must have a legal basis, clear planning, and\ncomply with all applicable provisions. Therefore, the government\nconducts a comprehensive evaluation of the various requirements that\nform part of mining governance,\u201d said Director General of Minerals and\nCoal at the ESDM Ministry, Tri Winarno, in an official statement\nconfirmed by ANTARA from Jakarta on Friday.<\/p>\n<p>Tri stressed that mining activities cannot be carried out merely by\npossessing a Mining Business Licence (IUP). Each company is also\nrequired to prepare a clear activity plan, fulfilling technical,\nenvironmental, safety aspects, and state revenue obligations before\nobtaining approval to commence operations.<\/p>\n<p>In accordance with Article 111 of Law Number 3 of 2020 concerning\nMineral and Coal Mining, the RKAB is a mandatory document for holders of\nMining Business Licences (IUP) and Special Mining Business Licences\n(IUPK). It contains plans for mining business activities, covering\naspects from exploitation, technical, financial, to environmental\nmatters.<\/p>\n<p>The RKAB document serves as a reference for companies in carrying out\nmining activities during the exploration, production operation,\nprocessing and\/or refining, and post-mining stages. Therefore, every\nRKAB submission must undergo an evaluation process before receiving\ngovernment approval.<\/p>\n<p>In this evaluation process, the Directorate General of Minerals and\nCoal examines various aspects, including administrative completeness and\nlicensing legality, conformity of the mining plan with good mining\npractice principles, fulfilment of environmental obligations including\nreclamation guarantees, mining safety aspects, and the company\u2019s ability\nto meet state revenue obligations.<\/p>\n<p>\u201cWe continuously make corrections and evaluations of the submitted\ndocuments so that mining activities proceed according to plan and adhere\nto the principles of good mining governance. Approval is granted only\nafter all required aspects are declared compliant,\u201d said Tri.<\/p>\n<p>The regulation of RKAB is reinforced through Government Regulation\nNumber 25 of 2024 and Minister of Energy and Mineral Resources\nRegulation Number 17 of 2025. All RKAB submissions are now conducted\nelectronically via the integrated information system e-RKAB as part of\nthe digital transformation of mineral and coal governance.<\/p>\n<p>Through this policy, the RKAB matrix has been simplified to three\nmatrices for the exploration stage and ten matrices for the production\noperation stage. This simplification was carried out without reducing\noversight of mining safety aspects, fulfilment of Non-Tax State Revenue\n(PNBP) obligations, use of mining services, community development and\nempowerment (PPM), and reclamation obligations.<\/p>",
