        "content": "<p>The Ministry of Energy and Mineral Resources (ESDM) has recorded that\n664 mineral and coal mining work plan and budget (RKAB) submissions for\n2026 have been approved as of 12 June 2026. Approval was granted after\nmining companies fulfilled various technical, environmental, mining\nsafety, and state revenue obligations set by the government.<\/p>\n<p>Director General of Mineral and Coal at the Ministry of ESDM, Tri\nWinarno, stated that RKAB approval is a crucial stage before a company\ncan conduct operational mining activities. He noted that holding a\nMining Business Licence (IUP) does not automatically allow a company to\nbegin production activities.<\/p>\n<p>\u201cEvery mining activity must have a legal basis, clear planning, and\ncomply with all applicable provisions. Therefore, the government\nconducts a thorough evaluation of the various requirements that are part\nof mining governance,\u201d Tri said on Friday (12\/6\/2026).<\/p>\n<p>In accordance with Article 111 of Law Number 3 of 2020 concerning\nMineral and Coal Mining, the RKAB is a mandatory document for holders of\nMining Business Licences (IUP) and Special Mining Business Licences\n(IUPK). It contains plans for mining business activities, covering\noperational, technical, financial, and environmental aspects. The RKAB\ndocument serves as a reference for companies in carrying out mining\nactivities during the exploration, production operation, processing\nand\/or refining, and post-mining stages. Therefore, every RKAB\nsubmission must undergo an evaluation process before receiving\ngovernment approval. The entire submission, evaluation, and approval\nprocess is conducted online and integrated through the MinerbaOne\ninformation system.<\/p>\n<p>During the evaluation process, the Directorate General of Minerals\nand Coal examines various aspects, including administrative completeness\nand licensing legality, alignment of the mining plan with good mining\npractice principles, fulfilment of environmental obligations including\nreclamation guarantees, mining safety aspects, and the company\u2019s ability\nto meet state revenue obligations.<\/p>\n<p>\u201cWe continuously make corrections and evaluate the submitted\ndocuments so that mining activities proceed according to plan and meet\nthe principles of good mining governance. Every approval is granted\nafter all required aspects are declared compliant with the provisions,\u201d\nTri explained.<\/p>\n<p>Regulations regarding the RKAB are reinforced through Government\nRegulation Number 39 of 2025 and Minister of Energy and Mineral\nResources Regulation Number 17 of 2025. All RKAB submissions are now\nmade electronically through the integrated e-RKAB information system as\npart of the digital transformation of mineral and coal governance.\nThrough this policy, the RKAB matrix has been simplified to three\nmatrices for the exploration stage and ten matrices for the production\noperation stage. This simplification was carried out without reducing\noversight of mining safety, fulfilment of non-tax state revenue\nobligations, use of mining services, community development and\nempowerment programmes, and reclamation obligations.<\/p>\n<p>\u201cOther matrices that are no longer used have been transferred into\nthe periodic realisation reporting matrix,\u201d Tri added. For business\nentities whose RKAB documents still require improvement, the government\nprovides an opportunity to make corrections according to the applicable\nmechanism. \u201cIf there are still aspects that need improvement, we give\nthem room to complete them. We also continue to provide assistance\nthrough coaching clinics so that companies understand the aspects that\nneed to be adjusted so their documents can meet the requirements,\u201d Tri\nsaid.<\/p>\n<p>Hundreds of assistance sessions have been conducted. Based on\nevaluation results, several aspects still commonly require improvement,\nincluding exploration data and resource reserves, mining and overburden\ndisposal plans, processing and refining aspects, marketing plans, and\nthe completeness of company legal documentation. As of 12 June 2026, the\nDirectorate General of Minerals and Coal at the Ministry of ESDM has\napproved 664 RKAB submissions for 2026, while other applications remain\nin the evaluation stage pending document completeness and fulfilment of\napplicable requirements. The government has assured that the entire\nprocess is conducted professionally, transparently, and accountably to\nensure mining activities comply with regulations and support sustainable\nmineral and coal resource management.<\/p>",
