        "content": "<p>Environment and traditional values<\/p>\n<p>From Media Indonesia<\/p>\n<p>I am writing in reference to the bill on environmental<br>\nmanagement which has experienced a setback compared to law<br>\nNo.2\/1982. The participation of society in the latter law<br>\nincludes people's rights and responsibilities, while the new bill<br>\nonly stresses the rights. Moreover, unlike the old law, the new<br>\nbill does not involve society in the planning stage.<\/p>\n<p>Since Indonesian delegates signed the 1992 Rio Declaration, it<br>\nwas deemed necessary to consider the existence of the traditional<br>\ncommunity as stipulated in the declaration. The spirit of the<br>\nbill lags far behind law No. 10\/1990 concerning population and<br>\nfamilies' welfare. The law reserves the full right of the<br>\ntraditional community to preserve and gain the benefit of land<br>\nheritage and develop the community's cultural aspects (physically<br>\nand socioculturally, including the way of life typical to the<br>\ncommunity). This means that the environmental law reflects<br>\necological wisdom in managing the environment and biological<br>\ndiversity.<\/p>\n<p>With the abolishment of social responsibility, and given the<br>\ndevelopment of spirit and consciousness in theology and<br>\nreligiosity, the new bill is moving backward. By spirit and<br>\nconsciousness, I refer to the ethical attitude of the community<br>\ntoward nature and fairness among generations.<\/p>\n<p>Should change be made, the bill must include community's<br>\nresponsibility to materialize the spirit and consciousness.<\/p>\n<p>Ironically, the traditional community inherits the<br>\nenvironmental values which are inherent in people's religious<br>\nlife. Take forest management, for instance. The past colonialists<br>\nwanted to bequeath money to their offsprings, while the<br>\ntraditional community, on the other hand, they were eager to<br>\nbequeath forests to the succeeding generations.
