        "content": "<p>Teguh assesses that strong infrastructure will not yield optimal\nresults without adequate human resources. He emphasises that the\ndevelopment of population systems should not only focus on strengthening\ninfrastructure such as servers, networks, and cybersecurity, but must\nalso be balanced with the readiness of human resources as the primary\nmanagers.<\/p>\n<p>\u201cIf the network infrastructure and cybersecurity are strong but the\nhuman resources are weak, what does that mean?\u201d said Teguh in a written\nstatement on Thursday (7\/7\/2026).<\/p>\n<p>He conveyed this during the Capacity Enhancement for Population Data\nManagers for Provincial and District\/City Civil Registration Apparatus\nin 2026 Batch I at Savero Hotel, Depok, West Java, on Wednesday\n(6\/5).<\/p>\n<p>He explained that the activity is part of ongoing efforts to improve\nthe capacity of Dukcapil apparatus in line with the acceleration of\ndigital transformation.<\/p>\n<p>Through the Dukcapil Go Digital policy, said Teguh, the utilisation\nof information technology becomes a primary need that must be balanced\nwith the apparatus\u2019s ability to manage and utilise it optimally.<\/p>\n<p>\u201cIf it\u2019s already Go Digital, that means\u2026 the utilisation of IT [is]\nvery urgent,\u201d he said.<\/p>\n<p>Furthermore, Teguh affirmed that population data holds a strategic\nposition as the main foundation in government administration and public\nservices.<\/p>\n<p>\u201cDukcapil data covers, becomes the basis\u2026 [and] backbone for all\nservices, we underpin all public services,\u201d he explained.<\/p>\n<p>According to him, population data is not only used for administrative\nservices but also as a reference for development planning, aid\ndistribution, to the implementation of general elections (Pemilu) and\nregional head elections (Pilkada).<\/p>\n<p>In that context, the implementation of the Population Identification\nNumber (NIK) as a single identity number continues to be strengthened to\nsupport cross-sector utilisation.<\/p>\n<p>On this occasion, Teguh also outlined the achievements in population\ndata recording, which show a positive trend.<\/p>\n<p>Based on data from the second semester of 2025, Indonesia\u2019s\npopulation reached around 288 million people, with electronic ID card\nrecording exceeding 97 percent of the total compulsory ID card holders.\nThat figure is estimated to continue increasing along with the\npopulation which now exceeds 289 million people.<\/p>",
