        "content": "<p>Enforcement of Traffic Law<\/p>\n<p>From Jayakarta<\/p>\n<p>Even though quite some time has past since the Traffic Law was<br>\nfirst enforced, I do not see any significant  change in the<br>\ncountry&apos;s traffic conditions. Most motorists still blatantly show<br>\ntheir lack of compliance to regulations even though under the new<br>\nlaw, anyone who violating them is supposed to face severe<br>\npunishment.<\/p>\n<p>The frequent violations committed by many drivers, especially<br>\npublic transit drivers, cause major problems for other motorists.<br>\nAmong the most worrying of the bad habits are passing from the<br>\nleft at high speed and stopping in &quot;no stopping&quot; zones. As a<br>\nresult, the traffic remains as chaotic as before the new Traffic<br>\nLaw was enforced.<\/p>\n<p>The question is whether the punishment of traffic violators is<br>\nreally effective in teaching them to observe the regulations. Or<br>\nperhaps the problem really is that the law&apos;s enforcement is not<br>\nconsistent.<\/p>\n<p>It seems that the way the police handle traffic violations has<br>\nnot changed despite the new law. That is why we still often see<br>\nmotorists playing the traditional salam tempel game (passing a<br>\nbribe while shaking hands) with police officers.<\/p>\n<p>Earlier, when the new Traffic Law was about to be introduced,<br>\nmany people expressed concern that it would affect transportation<br>\nand distribution of goods.
