House of Representatives Speaker Puan Maharani announced four priority bills for the DPR's fifth session from 12 May to 21 July 2026, excluding the revision of the 2017 Election Law (RUU Pemilu). While inter-faction discussions on the election bill continue informally and formally, no progress was disclosed amid approaching 2029 election timelines, with preparations needing to start by mid-2027 to ensure fair and honest polls. Commission II member Ahmad Doli Kurnia Tandjung highlighted the urgency due to impending Constitutional Court rulings and the risk of delays in electoral processes.

House of Representatives Speaker Puan Maharani stated that four draft
laws or RUU are prioritised for discussion during the DPR’s fifth
session from 12 May to 21 July 2026. However, from the four items read
out during the plenary session on Tuesday, 12 May 2026, there is no
revision of Law Number 7 of 2017 on General Elections (RUU Pemilu)
included in the 2026 National Legislation Programme or Prolegnas.

“The DPR RI together with the government will continue discussions at
the first level on several draft laws,” said Puan during the plenary
session at the DPR Complex in Jakarta on Tuesday.

The four RUU mentioned by Puan are: first, the RUU on Amendments to
Law No. 4 of 2023 on the Development and Strengthening of the Financial
Sector. Second, the Draft Law on International Private Law, then the
Draft Law on Amendments to Law No. 16 of 1997 on Statistics, and fourth,
the Draft Law on Industrial Design.

After the plenary, the politician from the Indonesian Democratic
Party of Struggle said that discussions on the RUU Pemilu among factions
are still ongoing, both formally and informally. However, she did not
reveal how far the developments from those discussions have progressed,
even though the election stages are about to begin.

“This is indeed the time when it’s said to be approaching, that’s
correct. However, what is best for the people is what we prioritise
most. So we will continue to conduct discussions as best as possible,
informally and formally,” said Puan.

According to Puan, all politicians in the DPR and party leaders
desire that the 2029 Election be conducted honestly, fairly, and without
harming the public.

The last discussion on the revision of the Election Law was held by
Commission II of the DPR on 10 March. At that time, the DPR presented
former Coordinating Minister for Politics, Law, and Security Mohammad
Mahfud Mahmodin and Jimly Asshidiqqie. Based on the current applicable
law, the government should start forming the election organising
selection team in August or September.

Article 167 paragraph (6) of the current Election Law states that the
stages of organising the Election shall commence no later than twenty
months before the voting day. If the 2029 election follows the previous
pattern like the 2024 Election, the voting day is estimated around
February 2029. Thus, the stages must already begin around June–July
2027.

On Wednesday, 15 April 2025, Member of Commission II of the DPR Ahmad
Doli Kurnia Tandjung stated that the discussion on the revision of the
Election Law should have been held on Monday, 13 April 2026. The Golkar
Party politician admitted he did not know the reason for the
postponement of the Commission II DPR agenda, which was scheduled to
hold an internal meeting to hear a presentation from the House Expert
Body or BKD.

Nevertheless, according to him, the discussion on the revision of the
Election Law is a very important matter considering the approaching
election organisation time. For example, he said, the Constitutional
Court decision concerning several election issues. In particular, said
Doli, Decision Number 135 which separates the organisation of
elections.
",
