        "content": "<p>Eight foreign nationals from China have been deported from Surabaya\nafter being proven to have worked illegally on a mall restaurant\nrenovation project. They have now been placed on a blacklist and are\nbarred from returning to Indonesia. Head of the Surabaya Special Class I\nImmigration Office, Agus Winarto, stated that his office imposed\nImmigration Administrative Actions in the form of deportation and\nblacklisting against the eight foreigners because they were proven to\nhave carried out activities that deviated from their held residence\npermits. Agus said the case was uncovered on 4 June 2026, when the\nImmigration Intelligence and Enforcement Team conducted a surveillance\noperation at the restaurant renovation site inside a mall in Surabaya.\n\u201cOfficers found the eight foreigners working on electrical\ninstallations, piping installations, construction, air ventilation\nsystem installation, and direct on-site project supervision,\u201d Agus said\nin a statement on Thursday (25\/6). Indeed, the results of immigration\nand employment document checks revealed at least three different types\nof violations committed by the eight Chinese nationals. The first\nviolation involved four individuals holding Visit Stay Permits with a D2\nindex who were caught performing technical work on site. Then, three\nothers held Visit Stay Permits with a C20 index but were working outside\nthe sponsoring company stated in their stay permits. Meanwhile, one\nother person holding a Limited Stay Permit (ITAS) with the position of\nTechnical Manager was proven to be working for a company and at a\nlocation that did not match their sponsor. Following these findings,\nAgus stressed that his office does not close the door to foreign workers\nwho bring benefits, but will not give space to rule violators.\n\u201cIndonesia is open to investment and the presence of foreign workers who\nprovide benefits for national development. However, all foreign\nnationals must comply with the applicable immigration regulations,\u201d he\nsaid. Agus then detailed three basic requirements that every foreign\nnational active in Indonesia must fulfil. \u201cEvery foreign national must\nuse a stay permit in accordance with the activities carried out, work\naccording to the position given, and work for the company that is their\nsponsor. Immigration will take firm action against any form of stay\npermit misuse found in our working area,\u201d he asserted. Based on the\nexamination results and collected evidence, the eight foreigners were\ndeclared to have violated Article 122 letter a of Law Number 6 of 2011\nconcerning Immigration for carrying out activities not in accordance\nwith the purpose and objectives of the stay permits they held. \u201cThe\ndeportation was carried out on Monday, 22 June 2026 via Juanda\nInternational Airport,\u201d he said. Agus assured that surveillance of\nforeigners will not slacken.
