        "content": "<p>\u201cBehind a high-performing bureaucracy, there is fundamental\nalignment, people with the right mindset, agile systems, and outcomes\nfocused on real-world impact,\u201d she said during an international seminar\nat the National Institute of Public Administration (LAN) building here\non Monday.<\/p>\n<p>At the seminar titled Systemic Impact through Transformative\nTraining, she noted that policies often fail due to a lack of alignment\nbetween human resources and well-designed policies.<\/p>\n<p>Carrying the spirit of a new reform, Widyantini said the government\nhas prepared alignment programs aimed at enhancing human resources\nwithin institutions and ministries through policy and governance\npillars.<\/p>\n<p>According to her, proper governance must be based on measurable\noutcomes, not merely routine work.<\/p>\n<p>\u201cPolicies must be implementable, and governance must be measured\nbased on outcomes, not just routine tasks. Governance should involve\ncitizens.
