        "content": "<p>Jakarta (ANTARA) - Nailul Huda, Director of the Digital Economy at\nthe Center of Economic and Law Studies (Celios), believes that the fixed\ncost or fixed payment scheme can be considered by app operators, online\nmotorcycle taxi drivers, and the government as regulator.<\/p>\n<p>This follows Presidential Regulation (Perpres) No.\u00a027 of 2026, which\nhas been signed and announced by President Prabowo Subianto during the\nInternational Labour Day\/May Day 2026 commemoration at the National\nMonument in Jakarta on Friday.<\/p>\n<p>\u201cWith the fixed cost scheme, changes in deductions only reduce the\napp operator\u2019s income without any increase in the driver\u2019s income,\u201d Huda\nsaid when contacted in Jakarta on Friday.<\/p>\n<p>The Perpres No.\u00a027 of 2026 includes a reduction in the income\ndeduction taken by the app operator company from online motorcycle taxi\ndrivers to eight percent.<\/p>\n<p>Huda assesses that with this fixed cost scheme, the increase in\ndrivers\u2019 income is locked in. When wanting to increase income, what\nneeds to be done is to raise the trip fare, so the reduction in\ndeductions to the platform does not add to the drivers\u2019 income, as long\nas the trip cost system is fixed cost.<\/p>\n<p>\u201cWith the fixed cost scheme for drivers, it actually benefits drivers\nmore because the deduction is fixed. So this makes drivers also\nconsumers of the platform. Prices to consumers are also \u2018certain\u2019\nwithout sometimes going up, sometimes down. It\u2019s beneficial for\nconsumers and drivers. Meanwhile, the platform can predict income with\ncertainty,\u201d Huda said.<\/p>\n<p>On the other hand, he also supports the government\u2019s firmness\nregarding the protection of platform-based workers or partner drivers,\nincluding work accidents and BPJS Health.<\/p>\n<p>This regulation, he continued, is seen as providing certainty for\nonline transportation drivers regarding social security in line with the\nNational Social Security System Law.<\/p>\n<p>This social protection regulation, said Huda, also serves as the\nbasis for business actors to register all parties in the national social\nsecurity system, both employment and health.<\/p>\n<p>However, he also highlighted the importance of clarity in the scheme\nthat must be regulated by the regulator, given that not a few partner\ndrivers are involved and carry out their work on several different\nplatforms or applications.<\/p>\n<p>\u201cThe government\u2019s task is to create an appropriate scheme for online\ntransportation drivers so that everyone is covered by the social\nsecurity programme but without causing duplicate payments,\u201d he said.<\/p>",
