East Timor a future drug paradise?<\/p>\n
Indonesia has a law on narcotics and psychotropic drugs and
\nhas ratified the Single Convention on Narcotic Drugs in 1961. It
\nmeans that besides having a law to protect its people from the
\ndanger of narcotics and illegal psychotropic drugs, it also has
\nthe obligation to prevent illegal exports of narcotics and
\npsychotropic products to other countries. It applies to
\ndomestically produced narcotics like ganja and cannabis and
\nnarcotics and psychotropic products smuggled into Indonesia from
\nother countries.<\/p>\n
In the next five years, it is predicted that East Timor will
\nbecome a paradise for illegal trading of narcotics and
\npsychotropic products.<\/p>\n
It is highly possible to plant opium (papaver somniferum),
\ncoca (erythro-xylon coca) and ganja (cannabis indica\/sativa) in
\nEast Timor. Narcotics such as heroin and psychotropic products
\nlike amphetamines and their derivatives will enter East Timor to
\nbe smuggled into Indonesia or Australia.<\/p>\n
The question is who will oversee efforts to stop distribution
\nof narcotics and psychotropic products. What measures will be
\ntaken against people who trade in or plant ganja in the region?<\/p>\n
At present, Indonesia and Australia do not need to worry about
\nthe possibility of drug smuggling because troops from the United
\nNations International Force for East Timor (Interfet), with their
\nstrong purchasing power, will be the main target of the drug
\ndealers.<\/p>\n
My suggestion is that Indonesia's law enforcers keep alert to
\nthe possibility of these prohibited goods entering Indonesia via
\nEast Timor.<\/p>\n
