        "content": "<p>Samarinda (ANTARA) - The Social Service Agency of East Kalimantan\nProvince (Dinsos Kaltim) has positioned 12,500 logistics aid packages\ndistributed to various regions to shorten delivery times during disaster\nemergencies. \u201cThe logistics distribution system has now been changed by\ninvolving the direct placement of some supplies in districts and cities\nso that their position is much closer to the disaster location, compared\nto being centralised in the provincial capital\u2019s logistics warehouse,\u201d\nsaid the Head of the East Kalimantan Social Service Agency, Andi\nMuhammad Ishak, in Samarinda on Monday. According to him, this more\ndecentralised placement of logistics is part of the local government\u2019s\nefforts to provide humanitarian assistance quickly and on target. The\nsocial service standards include guarantees of nutritious food\navailability, provision of decent clothing, and the establishment of\ntemporary shelter facilities for evacuees. \u201cThis high-standard public\nservice also requires the state\u2019s presence in providing special\npsychosocial intervention to restore the mental condition of the\ncommunity after a disaster,\u201d said Andi. The process of determining the\nquota of tens of thousands of logistics packages by Dinsos Kaltim for\nthis year was not done arbitrarily, but through careful calculations\nbased on past incident data. Dinsos Kaltim records the disaster history\nthat the average need for physical assistance in the Benua Etam region\nfluctuates between 12,000 and 17,000 packages annually. In addition to\ntactical efforts in the supply chain of basic needs, the government has\nfirmly regulated the scheme for dividing disaster management tasks among\nlevels of government.
